  2. Strategy 4:Health education and community action IEC Taskforce: • Government Ministries, Mass Organizations, UN Agencies and International Organizations. • Gov. IEC Focal points are from: • Ministry of Health • Ministry of Information and Culture • Ministry of Agriculture and Forestry • Ministry of Education • Ministry of Defense • Ministry of Security • Mass Organizations: Lao Women’s Union, Lao Trade Union, Lao Youth Union, Lao Front for National Construction. Strategy 4:Health education and community action Main objectives: • Development and production of appropriate IEC messages and materials • Wide dissemination of these materials to diverse target audiences • Community mobilization promoting prevention and response to emerging infectious diseases • Research and evaluation of communication strategies and impacts on knowledge & behaviours JIR on Strategy 4: Health Communication & Community Action

Strategy 4:Health education and community action Key achievements: • IEC Taskforce developed a series of key H1N1 messages for use in materials production, social mobilization efforts and media trainings. • IEC Taskforce members launched a major H1N1 communications campaign in conjunction with SEA Games sporting events in Vientiane Capital in November 2009. • Immunization campaign supporting H1N1 vaccine deployment – targeted messaging for pregnant women, health care workers and people with chronic illnesses. Strategy 4:Health education and community action • Lessons Learnt & Recommendations: • Routine activities, such as health radio programming and teacher training, should continue in order to maintain progress on indicators. Recent declines on indicators (ie: related to behaviors on animal health) correlate to reduced funding for related activities, demonstrating the fragile nature of initial gains. • Coverage of indicators should be expanded to reflect the evolving EID situation. Recommend linking indicators to the Asia Pacific Strategy on Emerging Diseases (APSED) – assisting Laos to meet its obligations under International Health Regulations. Qualitative/participatory research and recommendations available to support activities. • Recommend that risk communication and spokesperson training budgets under Strategy 5 (S5M1A8.4; S5M1A8.5) be managed by focal points under Strategy 4. (Potential funding gap in future years) • Cross-sectoral communication critical for outbreak response. Recent AI outbreak in Vientiane did not receive additional IEC support.
