  2. Urban-rural cooperation in Bulgarian Metropolitan areas The Region with the administrative center of Pleven is located in the central part of Northern Bulgaria. The Region is situated between Corridor № 4, Corridor № 7 /Danube river/ and Corridor № 9.

  3. Urban-rural cooperation in Bulgarian Metropolitan areas Pleven Region is part of the North-western planning region (NUTS ІІ). The central location of the Region in Central Bulgaria, its favorabletransport-geographic situation, as well as the outlet to the Danubeare prerequisites for intensive economic development, for maintainingdomestic and international economic relations. The urbanpopulation is 66.5 % of the total population of the Region. Pleven Region is comprised of 123 population centers - 14 cities and 109 villages.

Urban-rural cooperation in Bulgarian Metropolitan areas • Partnership inRoad infrastructure • One of the top priorities for Bulgaria at national, regional and local /municipal levels/ is improvement of road infrastructure. • First example of partnerships that will be presented is a part from the framework of the CBC Romania - Bulgaria 2007 - 2013, which is a relatively new instrument to finance cross-border regions in Bulgaria. • The second example of partnerships one is a part of OP “Regional development”.

Urban-rural cooperation in Bulgarian Metropolitan areas • Problems in cross-border cooperation • For the first time we launched a program outside the CBC pre-accession program (Bulgaria is a full member of the EU since 2007) • Beneficiaries from Bulgaria and Romania do not know each other. We don’t have long-term and stable partnership structures. • The partners from the two countries have lack of experience in the development and implementation of projects within CBC. Cooperation between cross-border actors is still inexperienced - lack of a spirit of partnership.

Urban-rural cooperation in Bulgarian Metropolitan areas • Problems in cross-border cooperation • The Danube River is a barrier rather than an opportunity for communication and connection • Lack of trust between the Romanian and Bulgarian beneficiaries and stakeholders • Language barriers, particularly in rural communities that are the main beneficiaries

Urban-rural cooperation in Bulgarian Metropolitan areas • In 2006, the Regional Administration - Pleven started working purposefully to support the development of cross-border cooperation on the territory of Pleven. Building partnerships between urban and rural regions on the Bulgarian and Romanian side is one of the key priorities of the Regional Administration - Pleven • Actions taken by the Regional administration Pleven • The development of cooperation and partnership is a difficult and lengthy process due to lack of experience, mutual ignorance and mistrust. Region Pleven managed to build a partnership only with Olt County - Teleorman County Council (Romania).

Urban-rural cooperation in Bulgarian Metropolitan areas • Actions taken by the Regional administration Pleven • After opening the first call for proposals in 2009 between Pleven Regional Administration and Olt County Council began an intense correspondence and negotiations for the preparation of project proposals in the area of the road infrastructure. • As a result, Pleven Regional Administration and Olt County Council decide to apply with two projects for rehabilitation of road infrastructure in the Pleven region and Olt County.

Urban-rural cooperation in Bulgarian Metropolitan areas • Problems in project preparation • The rules of the CBC Programme proves that Regional administration Pleven may not apply to projects for rehabilitation of road infrastructure because Pleven is not directly responsible for the rehabilitation of public road infrastructure • Eligible beneficiary under the rules of the program was only the National agency "Road Infrastructure" and 2 rural municipalities on the territory of Pleven Region on whose territory will rehabilitate roads (rural municipalities Dolna Mitropolia and Pordim)

  10. Urban-rural cooperation in Bulgarian Metropolitan areas The Regional administration should take immediate contact with the National Agency "Road Infrastructure" and with these two rural municipalities in Pleven region. • Problems in project preparation ROMANIA

Urban-rural cooperation in Bulgarian Metropolitan areas • Building a Partnership For the successful development of the project, Regional administration Pleven builds three partnerships and cooperation’s: • With National Agency "Road Infrastructure" – Firstly, the Agency refused its participation. As a result of negotiations National Agency "Road Infrastructure" agrees, but on condition that the Pleven Region commits to coordinating the entire process and assist in the development of the project. 2. With rural municipalities Dolna Mitropolia and Pordim - Pleven Region assists two rural communities who have no experience in the preparation of such projects, and prepare their documents and permits. 3. With Olt County Council – Pleven Regional Administration maintains constant communication with Olt County Council and coordinates the entire process from the Bulgarian side.

  12. Urban-rural cooperation in Bulgarian Metropolitan areas • As a result, Pleven Regional administration played the role of intermediary between the National Agency "Road Infrastructure", Olt County Council and rural municipalities Dolna Mitropolia and Pordim.

Urban-rural cooperation in Bulgarian Metropolitan areas • Results of collaboration and partnership • Two approved proposals for rehabilitation of road infrastructure – 15 345 109 EUR • This is the first projects for rehabilitation of road infrastructure in the region of Pleven from the CBC Programme Romania-Bulgaria. The Value of the projects for Bulgarian partners - 8 792 961 EUR. • The implementation of both projects should be completed by the end of 2013 and through them will increase interconnection – City of Pleven will be closer to its periphery by improving the quality of road infrastructure. It will also increase the opportunities for development in the region and will increase traffic safety and improve access for guests and residents of the rural municipalities.

  14. Urban-rural cooperation in Bulgarian Metropolitan areas • Partnership in tourism • Pleven Region is characterized by particular historical role, and protected natural areas and resources. The last 20 years of transition and ongoing shortage of funds needed for conservation and restoration of cultural heritage of Pleven led to a situation of inability to maintain this heritage. Visitor flow is halved. Among the most visited sites in Pleven are the monuments related to the Russian-Turkish War 1877 -1878, and history of the city, among which the undisputed favorite is Panorama “The Epopee of Pleven -1877”, and natural and protected areas.

Urban-rural cooperation in Bulgarian Metropolitan areas • Resolve the problems • To solve the problem, Pleven Regional administration carried out in partnership in the sphere of tourism with the Municipality of Pleven. They identified some problems and objectives. • As a result, Regional administration Pleven and Municipality of Pleven developed in partnership a project entitled "Integrated project for sustainable tourism development in Pleven region." The project was developed under the OP "Regional Development"

Urban-rural cooperation in Bulgarian Metropolitan areas • Resolve the problems • The project aims to enhance the tourism potential of the region to ensure sustainable economic growth and improve the existing natural, cultural and historical attractions. • The project plans to make investments in a group of leading natural, cultural and historical attractions in the city of Pleven. The direct users of the results of the project are around 270,000 inhabitants in the territory of Pleven Region – urban and rural communities.

  17. Urban-rural cooperation in Bulgarian Metropolitan areas • Expected results • The project will provide a greater accessibility to renewed attractions and will offer more and better services. All this will lead to satisfaction of societal needs of urban and rural communities. • Developing the tourism potential will support local development and economic prosperity of Pleven Region and his urban and rural communities. • The development of tourism in the administrative center of the region will give a positive effect on the neighboring rural communities. • Increase the number of visitors flow by 30% and created a new jobs in urban and rural areas.
