DoD Facilities Sustainment, Restoration, and Modernization (FSRM) Overview • Invests in facility improvements that support operational requirements at military facilities. • Highlights: • $1,742M for energy-related projects • $929M for operations • $628M for paving & grounds • $334M for barracks • $258M for medical • Total appropriation = $4.3B

DoD Military Construction (MILCON)/Energy Conservation Investment Program (ECIP) Overview • Plays a significant role in providing the infrastructure to train, operate, and achieve the national security goals of the United States while providing housing and other support to members of the Armed Forces and their families • Highlights: • $240M for 21 Child Development Centers (CDC) • $120M for the Energy Conservation Investment Program (ECIP) • $114M for Family Housing construction • $100M for two Warrior in Transition (WT) facilities • Total MILCON appropriation = $2.3B

DoD Near Term Energy-Efficiency Technology (NTEET) and Overview • Identifies technologies that can satisfy energy efficiency needs, investigates current opportunities for military applications, or spurs energy initiatives within industry. • Focuses on engine efficiencies; cost-effective material for solar energy cells; fuel cells; alternative fuel testing; mobile waste-to-energy; and tactical micro-grids. • $300M appropriation

DoD Homeowners Assistance Plan (HAP) and Overview • Expands (temporarily) assistance to qualified military and civilian personnel who suffer financial loss on the sale of their primary residence • Provides benefits to wounded, injured, or ill members of the Armed Forces; wounded, injured, or ill DoD civilian employees; and surviving spouses • $555M appropriation

DoD December 31, 2009 Goal Military Hospitals: Since October 1, 2009 the Department of Defense began 34 construction and modernization projects at hospitals and medical centers throughout the country. This brought the total number of projects under construction, since passage of the Act, to 65. DoD Achieved Goal

New Warrior In Transition ComplexFort Bliss, TX Description of Work Design and construct a Warriors In Transition complex providing dedicated command, control, support, and comprehensive care management for up to 232 recovering wounded, ill and injured soldiers. Impact This LEED1 Silver project provides Fort Bliss with the capability to support wounded warriors and their families Potential beneficiaries impacted: 55,000 Project Status Contractor is grading, demolishing abandoned utility lines, and building foundation pads. The project is 9.8% complete. Estimated completion: Dec 2010 Repaired road after a utility line was placed 1The Leadership in Energy and Environmental Design (LEED) Green Building Rating System, developed by the U.S. Green Building Council provides a suite of standards for environmentally sustainable construction.   29. Restoration to Dental ClinicCamp Pendleton, CA Project Status Heating, Ventilation, and Air Conditioning and framing work is complete. Electrical, plumbing and dry wall work is in progress. Construction is 35% complete. Estimated completion: Apr 2010 • Description of Work • Reconfigure and renovate the existing dental clinic including examination rooms, offices, dental records room, bathroom, X-Ray room, and laboratory. Work also improves the Heating, Ventilation, and Air Conditioning system. • Impact • Doubles capacity, provides faster and more effective care, increases functionality, updates standards, and increases energy efficiency • Potential beneficiaries impacted: 83,000 Reconfiguring electrical DoD ARRA Funded Medical Treatment Facility Project

Repair Structural IT Vulnerability Naval Medical Center San Diego, CA Description of Work Install a new Uninterrupted Power Supply system, improve grounding, & upgrade computer room air conditioning units to comply with the National Electric Code and National Fire Protection Association 75. Impact Corrects vulnerabilities in the hospital network Potential beneficiaries impacted: 21,000 Project Status Construction started Oct 2009. Uninterrupted Power Supply seismic racks installed, existing Heating, Ventilation, and Air Conditioning system tested. 30% complete.   32. Modernize Urology/Orthopedics SuiteNaval Hospital, Guam Description of Work Renovate B3 wing (Orthopedics/Urology) to provide a combined waiting area at the entrance to the wing. Relocate treatment rooms and doctors offices to the rear of the wing with the addition of one extra treatment room. Work to be completed in 3 phases to maintain operations. Impact Improved patient flow and space utilization; increased workspace, patient privacy and confidentiality Potential beneficiaries impacted: 4,000 Project Status Phase 1 completed and in use: provides combined check in/out area, waiting area, and various other rooms Phase 2 completed: provides cast room, 4 orthopedics exam rooms, and restrooms Phase 3 completes Jan 2010: provides 3 physician offices and locker rooms Completed waiting area DoD ARRA Funded Medical Treatment Facility Project

  33. Modernize Space Endoscopy SuiteNaval Hospital, Guam Description of Work Renovate B2 Wing to accommodate the Endoscopy suite for the main hospital building. Impact Improved patient flow; improved patient privacy and confidentiality; improved water pressure and egress in case of emergency. Restore Electrical System Naval ClinicNaval Air Station Corpus Christi, TX Description of Work Replace all normal and emergency electrical distribution equipment at Naval Health Clinic Corpus Christi Impact Improves the reliability of the electrical distribution system in the clinic. Potential beneficiaries impacted: 9,000 Project Status Construction started and is 5% complete Estimated completion: Oct 2010 Replacing electrical DoD ARRA Funded Medical Treatment Facility Project

Replace Resilient Flooring Army Clinic Fort Bragg, NC Description of Work Replace resilient sheet vinyl floor and cove base throughout six floors of Area C, Bldg 4-2817 at Womack Army Medical Center Impact it Will Make Replaces existing damaged resilient flooring. Potential beneficiaries impacted: 25,300 Project Status Work is underway; the project is approximately 15% complete.
