  3. What is the history of where they want the new substation? Since the mid-1800s, this portion of the Westside has been the realm of the railroad. 3

  5. What is the history of where they want the new substation? For more than a century, the railroad dumped fuel and wastes on the ground. These waste soaked the soils. 5

  6. What is the history of where they want the new substation? The federal Environmental Protection Agency and Economic Development Agency recognize there are contaminated places that can be brought back into better use. 6

  7. What is the history of where they want the new substation? This redevelopment of polluted land is part of the brownfield redevelopment process funded by you, the taxpayer. 7

  8. What is the history of where they want the new substation? First, your tax dollars were used to assess the extent of the soil contamination. Once that was defined, your tax dollars were used to pay for the removal of contaminated soil. 8

  10. What is the history of where they want the new substation? 100 MILLION pounds of soil contaminated with arsenic had to be dug-up and trucked away. 10

  11. What is the history of where they want the new substation? Six MILLION pounds of petroleum fuel contaminated soil also had to be removed. 11

  12. Look at our taxpayer investment! Your tax dollars paid for much of this work – testing soil, safely excavating the pollution and then finding a safe means to dispose of the contaminated soil. 12

  13. Look at our taxpayer investment! It didn’t end there - your tax dollars were also used to create incentives for DST to bring a rehabilitated structure on the site. 13

  14. Look at our taxpayer investment! Let’s tally the investment of your tax dollars to remove pollution from this Westside property. 14

  15. Look at our taxpayer investment! . We will be very conservative, adding neither private nor in-kind government investment/ resources. 15

  16. Look at our taxpayer investment! First, $100,000 of your tax dollars were spent to investigate the property (“environmental due diligence”). 16

  17. Look at our taxpayer investment! Next, $2.3 MILLION was spent to excavate the contamated soils & cinders and dispose of that 60,000 cubic yards of hazardous material. 17

  19. Look at our taxpayer investment! A $7.1 MILLION grant and another $7.1 MILLION loan were invested to bring establish this ‘new’ valuable real estate. 19

  20. Save our investment! And guess what – everyone did such a GREAT JOB that this project (now known was the Westside Business Park) won the national 2003 Phoenix Award! 20
