Overview • Decision makers of Shelby County need to exercise $1,500,000 budget to retrofit highway bridges for preparing an earthquake (magnitude 7.9). They have six retrofit methods to be implemented and want to minimize the societal cost (which is measured via total system travel time (TSTT)). As a result, they need to know which bridge needs to be retrofitted with which method while minimizing TSTT under budget constraint.
