Management Committee (MC) • Maximum of 2 representatives per signatory country • 1 representative per non-COST institution • Scientific Officer • Representatives of the Commission services Each signatory has one vote Responsible for : • supervising and coordinating implementation of the Action • ensuring scientific coordination at a national level
Management Committee Working Groups WG 1 WG 2 WG 3 Working Group (WG) • MC members or other scientists from the signatory countries • Invited experts • Members from non-COST countries
Type of expenses covered • Meetings (MC and WG) • Printing of Proceedings, Final Reports, COST brochure • Workshops, Seminars • Short Term Scientific Missions (STMS)
Short Term Scientific Missions Aim: • to contribute to the realization of the Action’s scientific objectives. How: • by allowing scientist to go to a laboratory in another COST country to learn a new technique or to make measurements using instruments and/or methods not available in their own laboratory. Means: • Average contribution for a mission will not normally exceed EURO 2,000
COST 723 www.cost723.org
Starting point: • Altitude region around the tropopause is crucial for earths energy balance (water vapor cooling below, ozone heating above). • Chemical, microphysical, and dynamical processes not well understood. This was realized by the MC of Action 712 in 2000. Recommendation to create an Action „UTLS“
COST 723 History December 2000 • First plans about starting a new Action, based on recommendation at the end of COST 712. • First public announcement and call for ideas and contributions. • Circulation of a first draft of the Memorandum of Understanding and its Technical Annex (MoU and TA). 2001-03-08 • First expert meeting to refine the MoU and TA in Bremen. 2001-03-24 • Submission of draft MoU and TA to the TC Meteorology.
2001-05-03 • COST TC Meteorology meeting in Paris. COST UTLS is rated highly, but some changes to MoU and TA are requested. 2001-08-03 • Second expert meeting to refine the MoU and TA in Reading. 2001-10-25 • Action proposal accepted by TC Meeting. 2001-12-13 • Action approved by CSO Meeting.
2002-03-13 • MoU in force. 2002-09-09 • First MC meeting in Brussels. Adjustment of Action title. COST moves from the EC to the ESFMoratorium, no money for the Actions 2003-04-08 • Informal and unfunded COST723 splinter meeting at the EGS-AGU-EUG assembly in Nice. 2003-10-06 • Limited amount of money freed to allow WG1 / MC meeting in Bern, Switzerland.
2004-03-11 • Opening workshop at ESTEC.
COST723 Structure • Model and data studies for the UTLS altitude region. • Assimilation as the central tool to consolidate models and observations. • 3 Workgroups for the 3 areas. • Common workshops for all workgroups.
WG1: Measurement Techniques and Campaigns • Gather data and make it available to the Action. • Critically assess the weak links in our measurement capabilities, help to identify new techniques and platforms to strengthen them. • Improve the use of satellite data by the EO community, help to assess new sensors. • Evaluate measurement campaigns and help plan and promote new campaigns. Examples: Improved radiosonde calibration techniques, RT modeling efforts for improved satellite data usage.
WG 2: An Assimilated Ozone and Humidity Dataset • Identify most relevant datasets of atmospheric constituents and other key parameters for UTLS. • Develop and publish assimilation algorithms. • Compute assimilated dataset and make it available. • Quality control of observations and models. • Analyze benefits of combining nadir and limb sounder information. • Preliminary studies towards assimilation of instrument radiances from research satellites.
WG 3: Assessing the State of the UTLS and Understanding the Relevant Processes • Assess UTLS climatology (mean state and variability). • Assess trends where possible. • Study dynamical processes in the UTLS and their role in global change. • Quantify anthropogenic impact on the UTLS.
Summary of Action Scope • Improve data quality and availability (facilitate data exchange). • Improve assimilation methods and provide assimilated UTLS dataset. • Scientific Interpretation of raw and assimilated data. • Well defined goals and scope / Complementary to EU FP. • Relies on continued national and EU funding for • Research projects within the Actions domain • Complementary Research projects

ACP Special Issue? • ACP‘s innovative review mechanism means that papers will be reviewed and accepted as they come. Quick authors will not have to wait for slow authors. • Who is interested in putting in a paper? We will go for the special issue if there is enough interest
