Thinking based on… • Experience of Area Panels esp. outside regeneration areas • Experience of services – little or no influence • A commitment to be open and honest • A commitment to see diversity of provision • Area working and improved plans “One of our key priorities is to involve residents more closely in the planning and delivery of services in their local areas. We want residents to have greater choice over the services they receive, and a stronger influence over the issues that directly affect them” Corporate Plan 2008-11

Fundamentals • Significant change in the way the Council works and resident influence • Devolved powers to make decisions about services and budgets • There will be 7 Assemblies, with 12 local Councillors • Based on ward boundaries to enhance accountability of elected members in relation to service delivery • Council services will explain how they deliver services at Assembly level and will demonstrate how they are responding to people’s needs • Start in May 2009 and be developed in phases

What they will do • Agree Community Plans that reflect local people’s priorities • Agree targets with local people, that will be monitored and measured • Direct how local services should be delivered to achieve improvements • Have control over prioritising and setting service budgets at local level • Be supported by a dedicated team with no additional administrative costs

Outcomes • Improved neighbourhoods across the city • People more able to influence the issues and services that directly affect them • Flexible and responsive services through greater devolvement of decision making and delivery • Stronger role for Councillors as community leaders, accountable to local people • Improvements in performance tested by customer feedback and progress against agreed targets • Local priorities reflected in all plans
