Overview: Team Referee Policy • You referee one game for each game your child plays. • 10U: NEW THIS YEAR: You will be an assistant referee for your player’s own game. (During playoffs, you will be required to referee a match other than your player’s.) Sign in for your game at the Ref Tent at least 15 minutes prior to the game or you may not receive credit. • 12U: You will usually be scheduled to referee the game prior to your child’s game except when your child is playing the first game of the day. • 14U: You will self-assign for at least one match per weekend.
Overview: Team Referee Policy • If you know you cannot ref your assigned game, inform our assigner, Richard Chen, at rchen111@ayso214.org, as soon as possible - ideally by the Wednesday before the game. • Points can be deducted from your team’s total game points if you don’t referee enough games, which can affect a team’s post-season seeding. If too many referee assignments are missed, a team may be disqualified from playoffs.
Do's • Do arrive early. • Do bring a digital wrist-watch with a stopwatch function. Using a cell phone to referee a match is not appropriate. • Do look professional - wear the entire uniform with shirt tucked in, socks pulled up, no sunglasses. • Do introduce yourself to the coaches--a few friendly words. Smiles everyone, smiles! • Do check the field and goals before each game.
Do's • Do a good equipment check of the players. • Do start the game on time. • As an Assistant Referee (“AR”), do maintain proper position (even with the 2nd-to-Last Defender, the build-out line [10U] or the ball--whichever is closer to the goal line). • As AR, do look at the Referee when you make a signal. Your signals are for the Referee, so make eye contact. • Do work as a referee team. Support each other.
Don'ts • Don't arrive late – please allow time to find parking. Parking at the Arroyo can be very difficult. • Don't argue with coaches, parents, or spectators. Maintain an attitude of respect for all. • Don't be afraid to make the call as you see it.

Player Development Initiatives • Build-out linefor 10U • Reminder re: goalkeeper punting: prohibited in U10; permitted in all older divisions.
The Build-Out Line Field of Play Build-out lines are equidistant from the halfway line and the top of each penalty area. OFFSIDE The build-out lines take the place of the halfway line when considering offside position.
Build-Out Line (9U and 10U)Goal Keeper possession • When the goalkeeper has the ball in his/her hands during play from the opponent, the opposing team must move behind the build-out line until the ball is released from the goalkeeper’s possession • Once the opposing team is behind the build-out line, the goalkeeper can dribble or release the ball by passing, throwing or rolling the ball anywhere on the field(punts and drop kicks are not allowed; violation = IFK at spot of offense; goal area rule). • After the ball is released from the goalkeeper’s possession, the opposing team can cross the build-out line and play resumes as normal
Build-Out Line (9U and 10U)Goal Kicks • The opposing team must move and stay behind the build-out line during a goal kick until the ball is kicked and clearly moves. • The goalkeeper releasing the ball from possession or the player taking the goal kick does not have to wait for opposing players to move behind build-out line. • If opposing team crosses BOL early, if a GK, retake it; otherwise, award an IFK to goalkeeper’s team on the BOL at spot of violation
Build-Out Line (9U and 10U)Guidance • Stand on/near line and encourage opponents to move quickly and stay beyond BOL until ball is released/in play. • If a player insists on crossing the line repeatedly, award IFK for opposing team on BOL, closest to where player crossed the line • BOL is used as the line to determine offside. Players cannot be penalized for an offside offense between the halfway line and the BOL

Region 214 Match Cards • Card should list player names in order by jersey number even if they’re not present • First and last name • AR fills out who played and who didn’t, as game happens. • Some coaches fill out planned subs in advance. Ask them to please not do that. Write your name here so you get credit for having done the game
Match Cards Team Information – Coaches Name Use an X to show who sat out which Quarter. Don’t record in advance. Keep track of goals scored by the team (Center keeps track too) Record who played Goal for each Quarter, with a ‘G’ Record date, time and field Agree with Center on the score and who was leading at half time. Game Notification Region 214’s referees use www.ArbiterSports.com for scheduling at U10 and above You’ll get emails like this one – make sure it doesn’t go into your Spam folder! Log into Arbiter to Accept your games, and to sign up for additional ones. Decline any of your scheduled games if you know you won’t be able to do those games. Then as the season proceeds, find other games to do to meet your game count requirement.
Follow the link the email. Go to the Schedule tab, where you will see new games highlighted in yellow. • Click on Accept, then Submit. • Or, decline the game if you can’t make it so the Scheduler knows to find someone else. Do another game later to make sure you reach your 12 game target.
Mentoring Look for veteran referees in blue shirts. Be open and receptive to their input. Do not be shy about asking for mentoring if you want it. Our region has many veteran referees that enjoy teaching and mentoring. Feel free to reach out to them. Take advantage of this important resource. 3) If you are an Intermediate, Advanced, or National Referee, come out and spend some time mentoring those coming up behind you!
