COA #1PRO AND CON • PRO • Single responsibility for entire Homeland Security Program • Authority of Governor’s office allows cross department tasking and accountability • Places HSA and SAA in one office direct to Governor • DHS grants will fund OHS through 2010 • CON • Places additional FTE in Governor’s Office • Requires DHS grants funds transfer from DEM to Governor’s Office
