  2. Case: Civil Liberties in War time • Who are the players? • What public interests do they assert are involved? • How do they frame the “problem?” • What do they want government to do? • How do the “Policy Cycles” Model and the “Policy Streams” Model help us to understand this case?

  3. How do claims get identified by the government, validated, and prioritized? • Elections • Legislative hearings • budgets for programs & implementing agencies • regulations by agencies for “qualifying” • Referenda/ballot questions

  4. Security Having “needs” fulfilled

Security • What are real needs v. wants? • Real vs. symbolic needs • Absolute vs. relative needs • Current needs vs. averting future needs • What are appropriate yardsticks for measuring need? • What needs should government address given limited resources --priorities? • How should government address those needs deemed worthy? • How should burdens of addressing recognized public needs [security] a collective responsibility be distributed [equity]?

  7. Physical harm violence public health Material harm vandalism laws zoning laws Amenities Some land use laws Psychological, emotional, & spiritual harm prohibition on school prayers "blue" laws When should government limit liberties – if ever?

  8. “Positive” Liberty • Having the requisite resources to have the freedom to make personal choices • inequities in wealth, knowledge, influence inequities in liberty • So, equity demands that government redistribute resources to aid liberty • affirmative action in education & public employment is needed to provide those with lesser educational & employment opportunities with access • minimum wage laws?
