The EASCT Objective • to improve the capabilities of the user countries to produce and use statistical data that is needed for evidence based decision making in assessing and planning the development of the people and the economies of the countries, through the training of personnel involved in the production and usage of the statistical information. • There are seventeen user countries including: Botswana, Eritrea, Ethiopia, Kenya, Lesotho, Malawi, Mauritius, Namibia, Seychelles, Somalia, South Africa ,Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe.

Working with NBS and OCGS • Academic staff are attached to one of the NBS departments • EASTC staff normally takepart in the design and execution of various national surveys (e.g. LFS, HBS, DHS) and Census • Director General of NBS is the EASTC RAB Chairperson • EASTC provides tailor-made training to NBS staff • EASTC provides tailor-made training to OCGS Zanzibar

Regional Advisory Board (RAB) • The head of the national statistical services of Tanzania – Chairperson • The heads of national statistical services of user countries • The Director of the Institute of Statistics and applied Economics , Makere University, Kampala • A representative of the University of Dar es Salaam • A representative of the Statistics Division of the United Nations Economic Commission for Africa (UNECA) • Representatives of co-opted organizations and institutions.

  10. Summary • A total of 2,596 students were enrolled at EASTC in 1965 through 2009. • Of those, about 85% were from five countries namely: Tanzania, Kenya, Uganda, South Africa and Zimbabwe. • While about 15% were from other African countries.

  11. Summary … • In three years, 2007 to 2009 a total of 360 students were enrolled at EASTC. • Of these 91 (25.3%) were females and 269 (74.9%) were males. • In 2009 a total of 107 students were enrolled at EASTC . • Of these 30 (28.0%) females and 77 (72.0%) males.

Short courses, seminars and workshops • Short courses are organized from time to time to meet organizational/individual client needs. • They are also used to cover special skill requirements. • EASTC organizes and hosts residential and non-residential short courses, seminars and workshops. • Seminars and workshops also provide platform for exchange of experiences among practising statisticians between and within countries.

Short courses, seminars and workshops … • In 2002 to 2008 the EASTC conducted short courses, seminars and workshops that attracted 769 participants from user countries. • Areas covered: • Questionnaire design and data collection • Survey/census data processing • Systems of National Accounts • Network administration and Internet usage • Relational database management systems

  14. Short courses, seminars and workshops … • Sampling • Statistical quality control • Statistical data analysis • Statistical report writing and presentation • Journalist/Statistician Partnership • Social research methods

  15. Bachelor in Statistics • EASTC will launch its B.Stat programme in December this year. • This is in response to the results of the market survey EASTC conducted from user countries. • EASTC has already received a number of applications • EASTC intents to start with 40 - 45 students

  16. Conclusions • User countries are requested to use the facilities of EASTC to train their people in statistics in order to have qualified statistical personnel. • Since 1992, the actual capacity of EASTC is to enroll 154 students, a number had never reached to-date (the highest was 141 students in 2008/09) . • Our partners in development are requested to continue supporting us in statistical training to enable countries to have qualified people for governance assessment.
