  5. Economic Participation Programme 2009-2010 Southend Together was awarded £2.2m by EEDA. Through 2009-10 seventeen projects were allocated a combination of revenue and capital funding to assist the Borough through the recession.

  8. Economic Participation Programme 2010-11 Eligible Revenue Expenditure Salaries This should include staffing costs for personnel directly or indirectly engaged on the project. Timesheets will be needed. Premises These costs could include rent, rates, heat, light and service charges. • Other Revenue • Any eligible revenue expenditure not covered above, provided it can be clearly demonstrated that these are directly related to the delivery of the project. This could include: • Marketing • Publicity • Office equipment • Software • Other expendable supplies

Budget and Targets • Budget – Revenue Only - £737,711 • Targets – All projects must have an impact on LAA national indicators as below: • NI 7 – Environment for a thriving 3rd sector • NI 117 – 16-18 year old who are NEET • NI 152 – Working age people on out of work benefits • NI 164 – Working age population qualified to at least level 3 or higher • NI 166 – Average earnings of employees in the area • NI 171 – New business registration rate

  12. Investment Template • The template offers an overview of the complete programme. Below are some of the key points from the template: • Target audience/ work group In Section 1 of the template. Target audiences are identified and the challenges to economic participation are highlighted. • Priorities In Section 2 of the template. The priorities link to the LAA targets and are what EPP funds will be used for. The 3 priorities are: - Support Business Sustainability and New Enterprise Creation - Developing and Growing a Local Skills Base - To Increase Investment in People and Places

  13. Investment Template • Additionality/Sustainability In section 3 of the template. All projects will need to identify their additionality and sustainability. • Outcomes/Outputs In section 4 and 5. The investment template shows the minimum expected outputs from the programme. Projects need to deliver as many targets as possible as well as any strategic added value.

  14. Investment Template • Cross Cutting Themes The key cross cutting theme for Southend is Equality and Diversity in all programmes. At business case, all projects will have to submit an Equality Impact Assessment. • Governance This section identifies the governance arrangements and project process for 2010/11. It also highlights the requirements and expectations of the projects for 2010/11. • The template is essential to writing a good EOI and full business case. Use the template to evidence need for projects, and show the strategic fit between your programme and EPP priorities.

Expression of Interest • Not the same as last year • Have an evidenced need for your project. • Have a clear outline of the project, not too much detail, this is not the Full Business Case. • Include an overview of expected target outcomes and outputs, these will be essential for the scoring group and measuring value for money. • Include an outline sustainability and/or exit strategy for after the funding year. This will be essential at Full Business Case. • Include the amount of funds required, and highlight any match funding available. • Guidance for all the sections of the EOI are available in the Investment Template. • EOIs due – 26th March 2010.

  16. Business Case • Have an in depth explanation of the project, and its target audience. • Make sure your business case is well considered and achievable. The business case is a living document and will be referred to. What is outlined in a business case must be delivered. • A full breakdown outputs and outcomes with time frames, including SAV and additional outputs. • A full financial breakdown of the project, explaining what funding will be spent on, and assurances that it can be spent within the time frame of EPP. Any match funding will need to be included in this. • Project Management, Evaluation and reporting structures are essential to show how the project will operate in the short time frame and fulfil its obligations to provide evaluation and reports. • Sustainability/Exit Strategy – EEDA willwant this before any funding is agreed.
