2020 Census Redistricting Data Program • Background • Census works with states in a non-partisan manner to build off our successes of the past and make improvements where possible. This has led to: • Nationwide block level data • Inclusion of 18+ • Inclusion of voting district data • Inclusion of school district data • Inclusion of a housing unit table
2020 Census Redistricting Data Program • 5 Phase Program- • Phase 1, 2, 3, 4 include data collection and dissemination stages. • Phase 5 is a review by our non-partisan liaisons of how well our efforts went in supporting their redistricting efforts as mandated in Public Law (P.L.) 94-171. • For the 2010 Census this phase is complete with the publication of “Designing the 2020 Census Redistricting Data Program The View From the States” expected later this year.
2020 Census Redistricting Data Program • Where are we now-October 23, 2014 • Release of the 2020 Census Redistricting Data Program Federal Register Notice, July 10, 2014 • Letters inviting legislative leaders, governors, and former liaisons to identify a 2020 Census Redistricting Data Program liaison • Finalizing with editors the View from the States with state recommendations for the 2020 Census.
2020 Census Redistricting Data Program • What did states recommend to the Census Bureau as we work towards our 2020 Census Design? • Go back to the 2000 schedule with the Block Boundary Suggestion Project and Voting District Project two separate phases. • Through the Block Boundary Suggestion Project (Phase 1 of the 2020 Redistricting Data Program) offer states the opportunity to outline tabulation blocks that outline prisoner facilities. • Integrate redistricting data operations with the operations associated with the Boundary and Annexation Survey.
2020 Census Redistricting Data Program • What did states recommend to the Census Bureau as we work towards our 2020 Census Design? • States also strongly recommend a one-number Census, that is one set of “official” numbers. • Keep states informed on potential changes to the race and ethnicity question for the 2020 Census. • Develop a timeline for update efforts and adhere to it.
2020 Census Redistricting Data Program • What did the States recommend to the Census Bureau as we work towards our 2020 Census design? • Keep states informed on the progress during the review of Residence Rules for the 2020 Census. • Schedule visits with the states as was done in 05/06, resources permitting. • Ensure legislative leadership and state officials received the P.L. 94-171 data in advance of the press with sufficient time before public release as was past practice.
2020 Census Redistricting Data Program and the 2020 Census • What will the RDO be up to in the next several months? • Once liaisons are established: • Reach out to new and former liaisons • Schedule potential meetings Beyond introductions • Test block algorithm • Test GUPS software • Issue FRN on BBSP • Invite states to participate in Phase 1—Block Boundary Suggestion project. • Research using state provided data on prisoner populations
2020 Census Redistricting Data Program • Review of Residence Rules • Timing • Ability to reallocate prisoners at the state level will be enhanced by new tools and opportunities through the 2020 Redistricting Data Program.
