Static enforcement of overloading :Situation in France Yearly static controls
Static enforcement of overloading : Drawbacks and advantages • Need human resources (weighing officers, policemen...) • Need a static weighing area • Need static scales (risk of vandalism...) • Capacity to control only a small percentage of the truck traffic flow • Increase of the truck traffic flow and the average level of truck overloading → not efficient → but static weighing or low speed WIM are the ONLY devices legally approved for weight enforcement (by OIML recommandation)
Description of the WIM Project • 4 years project : 2013-16 • IFSTTAR/ CETE Est and Ouest • Objective: Implementation of HS-WIM for direct enforcement of overloading • 2 phases : • Phase 1 (2013-14): feasibility study for OIML type approval of an HS-WIM system • Phase 2 (2015-16): construction and test of a prototype
Organization WP1: Feasibility of OIML type approval WP3 : MS-WIM WP4: Bridge WIM WP2 : Interaction sensor/pavement Transv WP : On site test WP5 : Expert study
Budget • First phase (2013-14): 777 k€ • Consumables, etc.: 177 k€ • Staff: 600 k€ (50 MM) • Second phase (2015-16): 728 k€ • Consumables, etc.: 150 k€ • Staff: 578 k€ (48 MM)
