The aims of the project • To reveal the main tendencies and analyze the budget expenditures in education and health care in 2004-2007 • in Russia • in 2 regions • To estimate the correspondence between expenditures, responsibilities and aims and priorities of federal and regional authorities • To develop recommendations on priorities improvement and rise of effectiveness of public expenditures TAP

Regions Selected • Kaliningrad Region • Amber region near the Baltic Sea • 15 thous. sq. km and 1 million people • Oil extracting, engineering, fishing • GDP growth: 2004 - 12.6%, 2005 - 3.6% • Poverty level: 2001 – 39%, 2006 - 20% • Chuvash Republic • In the middle of European part of Russia - Volga river region • 18 thous. sq. km and 1,3 million people (40% in rural area) • There is no gas, oil or metal • GDP growth: 2004 - 1.6%, 2005 - 4.4% • Poverty level: 2001 – 51%, 2006 -26% TAP
