  2. 1.the certainty and severity of punishment must go down when the crime rate goes up. Author's opinion use school to analogy（类比）crime：

  3. 2.It's reasonable to get tough with punishment but we don’t have to do it. 1)the criminal justice system is powerless because it is faced too many crimies. 2)public is unwilling to pay for prison construction .3)the government couldn't afford to the cost for long period of punishment.(no enough rooms,no more prison construction) 1

  4. Our opinion We agree with the aouthor's second opinion that it is reasonable to get tough with criminals but not have to do it.

  5. 1.we need to get tough with the punishment. why:1)the prison condition in America is quite well for some rich people to stay at. how:1)make the condition of prison more harder to deter inmates,inmates should be reformed through labour. 2)we should treat every prisoner in the same way.

  6. 2.We dont have to take hard measure to punish every prisoners . A:show some sympathy and mercy on some people who really needs help (ex:the judge Yang Bin and her prisoner Zhou Moying) why:1)law's real purpose is not to punish one person,but to set up orderly social environment 2)Punishment is not for killing a person, but to forgive a person-----《辛德勒的名单》

  7. How:1)We need to care, to humanize the criminals so that the educational law can play more role in our life. 2)To stimulate more kindness with kindness, make society more harmonious, rather than punish a person with the strict law.

  8. B:One more school ,one less prison. (多建一所学校，就能少建一座监狱) -----Hogo-Victor How:1)pay more attention to the education! 2) the public pay more for school construction

  9. Conclusion: sometimes we must get tough with the prisoners ,but it is better to use your love, mercy and conscience to help them to change into kindness.
