Analysis of Intermodal Choice Combinationsand Pre-positioning Strategies for Military Supplies and Materiel (TLI-AR00-2) Leader in Logistics: Defense Logistics Agency Project Director: Manuel Rossetti Co-PIs: Terry Collins, Erhan Kutanoglu Assistants: Nancy Sloan, Yeu-San Tee, Mee-Ching Chow Problem:Determine pre-positioning strategies for supplying Pacific Rim sites that can simultaneously meet desired service and cost levels. Objective:Develop transportation and inventory models to optimize DLA’s inventory decisions for the Pacific Rim.
Methodology/Conclusion Methodology: Phase 1: Evaluation of pre-existing software (ShipCost) for use in the analysis of DLA’s shipping options. Development of ShipRoutes spreadsheet application for DLA’s logistics network in the Pacific Rim. Based on the same cost models as ShipCost, it calculates total transportation cost and time for all modal combinations for a route. Phase 2: Discovery and evaluation of multi-echelon inventory models and spreadsheets appropriate to DLA’s inventory system, considering meeting customer service requirements at the least cost for transportation, ordering, and inventory. Conclusion:Lack of real data precluded testing the models developed by U of A.

Mason Description:Optimizing key components of the supply chain in isolation, while promoting locally optimum solutions, can result in globally sub-optimal performance. Objective:Explore the potential advantages of integrating these two critically-linked segments during supply chain optimization using a pull model with the goal of establishing a virtual warehouse.

Development of a Deterrence Function for the Gravity Modeling of Electronic Commerce Objective: Develop a modeling tool to help planners estimate e-commerce generated transportation flows and predict the effects on the transportation system Current Activities • Data sources: Dept. of Commerce, DOT, Retail Foundation. • Developed the preliminary version of the gravity model using the data gathered • Will present initial results in INFORMS San Antonio meeting in November • Working on a paper for a conference in March 2001
