This proposal outlines short and long-term measures for sustainable mobility at the Czech Technology Park, including carpooling initiatives, establishment of a Mobility Coordinator, creating a working group, communication campaign, financial incentives, and the formation of a Mobility Club. The plan aims to address parking issues, support public transport usage, reduce emissions, and enhance employee satisfaction.

Suggestedmeasuresfor a mobility plan The next steps for sustainable mobility of the Czech Technology Park Markéta Fuchsová August the 22nd, 2013
Key problems identification Accessibility vs. sustainable transport
Carpooling • 600 of respondents expressed their interest in carpooling, among them 424 drivers • Online tool for carpooling available for employees, more firms involved, more savings of parking spots Licence 150 ths CZK/year = annual expenses for 13 parking spaces • Almost zero operational costs
Reserved parking spaces for carpoolers • Reserved parking spaces was the most mentioned motivation for participation in carpooling (1/5 answers) • Average time of finding parking space is 4 minutes • Currently 0,18 of parking space per employee in CTP( =1 space per 2 drivers) Specific number of parking spaces reserved for cars with more than 2 people in a car= benefit for employee • 2-5 minutes time savings daily
Estabilishment of a Mobility Coordinator position • Reasons: • needforsystematicsolvingof parking problems • highpotentialofusing bike and public transport on commute to work • missingcomplexproblemsolving • Benefitsforcompany: • systematical support • cooperationwithpartners • higherparticipationofemployees in programs • currentinvestmentsinto Mobility Coordinator <= > long-term savings in parking costs and higheremployeessatisfactiondue to implementationof long-term measures • Individualbenefits: • Employerisconcernedaboutemployeescommuting • Onecontact person for transport and mobility questions
Establishment of mobility working group • Allinvolvedcompaniesare interested in cooperation on CTP mobility planand have similarproblemswithcommutingofemployees • Workinggroupconsistsofcompaniesand BUT representatives; on invitationotherrepresentativestake part (such as CTP management, Municipality of Brno and Brno Public Transport company) Workinggroup meeting once a month Settingof a vision and actionplantakingintoconsiderationthefuture CTP development • Cooperationbenefits: higher probability ofsuccessfulnegotiationswithpartners, sharing know-how ofmeasuresimplementation
Communication campaign • Objective: • presentationofresultsofquestionnaire on mobility behaviour andpresentationofnextstepstowards mobility plan • promotionofsustainable mobility, to raiseawarenessofcarpooling, electricbikes and othermeasures • Outcome: • 1 month trial versionofcarpooling software + reserved parking spacesforcarpoolers • electricbikesrental, competition • Benefits: • Findingoutactual use ofcarpooling and interest in electricbikes • Employeesparticipation • Financial support fromEuropeancommissionprogramme
Financial incentives • Financialmotivationisthe 2nd most important argument fordriversforswitching to public transport (26%) • Travelexpenseamountisthe 2nd most important argument forcyclists and public transport users to choosethismeansof transport Public transport travelcarddiscount (by Cafeteriasystemorredistributionsaved parking spacescost) Discountsatelectricbikes/bikes/scooterssellers 10% discount on one-year public transport travelcard 475 CZK/person= 475 000 CZK for 1000 persons = savedcost on 43 parking spacesyearly Increase in commuting by public transport -> higherrequirements on public transport quality • Sustainable mobility support, bettercompany´s image
Mobility club • Principle: drivers´commitment of not commuting to work by car e.g. more than 100 x per year (= commute by car 8 x per month maximum) • Above that every club member can pay annual contribution of e.g. 500 - 2000 CZK. The fee will be used for electric bikes purchase, additional facilitities, participation in carpooling, purchase of one-year public transport travel card, etc. • Can be combined with motivational competition for the lowest number of arrivals by car • Savings example:
Purchase/lease of company electric bikes • Hilly terrain is an obstacle for using bikes • Possibility to use bikes for business/private trips • Benefits: emission savings, avoiding traffic jams, company´s logo presentation on bikes, alternative to company car during the season • Expenses: 25 000 CZK electric bike purchase renting according to terms of a contract (ca. 200 CZK/day) „We have already 3 company electric bikes. They are very busy during spring and summer months. The bikes are used by about hundred employees, mainly for city meetings and business lunches" Social responsibility manager in Vodafone Premysl Filip.
Discussion on increase of bus No. 53 frequency • Crowdedmeansof transport isthe most mentionedproblemof public transport users • Significantincrease in commutersatthebegginingof BUT academicyear • 751 respondentsmentionedthattheyarriveatworkbetween 7:30 and 8:30 AM • Expectedsignificantincrease in commuters using bus No. 53 and tram No. 12 due to completionofthe 2nd phaseof CTP and CEITEC • Outcome : a letterwithspecificrequestsforextra lines • Possiblefinancialparticipationofcompanies „The bus at this stop gets completely full very quickly. Getting in is usually fast and mass action, bus 53 is absolutelly crowded in a few seconds. Sometimes I can´t get on the bus..“ comment from the survey
Shuttle bus transport-Technobus • Alternative to public transport increase in frequency • Renting a bus/microbus/electric bus • E.g. 4 ridesdaily on therouteZáhřebská-Technická-Hradecká-Záhřebská (in morning and afternoonpeaks) • Operationalcost: 3 400 CZK/daily = 816 000 CZK/year + cost on checkingpassengers and productionofidentificationbus card • Benefits: • transport separationofsomeemployeesfromstudents • betteraccessibility • lesslatearrivals • higherproductivityofemployees
Discussion on pedestrian and cyclingaccessibilityof CTP • 4% of commuters cycle to work • Present cyclists find the traffic safety the biggest problem of commuting • The most common motivation for drivers to cycle to work is higher traffic safety and better cycling lanes connection • Outcome: measures for pedestriansand cyclists higher safety in CTP (e.g. emphasis on speed limit 30 km/h, negotiations on faster implementation of CTP bike connection to existing cycleroutes projected in Generel)
Bikesharing • Bikesharing trial run • Involvement in feasibility study as a group representing companies in business park • Bike connection between key spots in CTPand Brno campuses • Possible cooperation between university and CTP
Other cooperation possibilities • Facilitation of further meeting of mobility working group • Campaign organization • Study and project documentation of local cycle routes network with regard to Brno city Generel for cycling transport • Study and project documentation of improving pedestrian accessibility with regard to Brno city Generel for pedestrian transport We prepare.. • Mobility Coordinators training • Mobility plan measures certification
