4. Objectives: The action will contribute to reduced poverty in 22 (remote) rural communities in 7 EEC countries through demonstrating domestic solar heating, hot water and insulation solutions, formulating lessons learned for effective financial, institutional and legal instruments for widespread replication of sustainable energy options Contribute to achieving MDG7, MDG1 and MDG3, contribute to increased energy independence, creating job opportunities in the renewable energy and efficiency sector, reduce environmental pressure and CO2 emissions and promote EU environmental policies.

5. Some results 22 communities (of which 5 in Ukraine) • 623 families (3115 people) using solar energy and insulation (576 solar collectors, 47 insulation or solar heating) • 9 training modules are being used by 13 NSAs and 20 solar collector construction and maintenance trainers in the EEC region • 200 certified craftsmen and maintenance specialists (50% women) to install and maintain solar collectors (150), solar heating (10) and insulation (40).

9. Legislation • Developing policy recommendation and political work. In Ukraine, NECU will be the leading local partner in this work. • Contribute to the development of effective policy measures for increased energy independence, energy efficiency, and use of renewable energy sources in EEC countries • supporting implementation of EU and national sustainable development policies and strategies, in particular sustainable energy policies • A better legislation in place in Ukraine to support implementation of thermal solar solutions, in particular for low income communities • Formulate lessons learned for effective financial institutional and legal instruments for widespread replication of sustainable energy options. • Finance instruments to facilitate acquiring of technologies by village population with a focus on women : crediting systems,microfinance • Policy makers at national, regional and local level are informed of the benefits of strengthening policies and implementation of programmes that provide incentives for rural communities to invest in renewable energies and energy efficiency measures as demonstrated in this project and have draft policy instruments referring to EU legislation available as a basis for their further action.

Bennefits for Ukraine • Ukraine will benefit from an integrated approach to implement and operate household solar energy and insulation • Capacity building for Ukrainian craftsmen/women offer construction and local maintenance services and ensure sustainability • When project is completed : The majority of the population of 22 communities in EEC countries is convinced of the benefits of solar energy and insulation; 3115 people in 623 households are using solar collectors, insulation, or solar heating, feeling ownership and being convinced of the benefits for their own well-being. • Reduced consumption of firewood and electricity
