4. Implementation of these Rules and Regulations includes all concerned NGAs, bodies, instrumentalities, including GOCCs, private entities, LGUs, private and state universities and colleges, and private and public schools. 5. Section 41. Monitoring Progress and Implementation and Impact of this Act Within 180 days from the adoption of IRR, agencies and LGUs to submit a report on the implementation of the Act
Regular reports shall be submitted every January of every year (NGAs to submit to PCW, LGUs to DILG)
DILG to consolidate reports of LGUs and submit to PCW every March
All agencies and LGUs to monitor the effectiveness of their own programs
PCW and CHR to consolidate all reports and submit an assessment report to Committee on Oversight of the Congress every 3 years
6. Section 42. Penalties
CHR to recommend (to the CSC, DILG, Sandiganbayan, Office of the Ombudsman) either administrative or disciplinary sanctions to individuals who fail to comply with the said Act, including non-compliance to the GAD Budget policy
Within 60 days from the date of receipt:
CSC to act on CHR’s recommendations
In the case of LGUs, DILG to conduct appropriate response to CHR’s recommendations
CSC and DILG: required to furnish CHR with the actions taken
The CHR shall:
Establish the guidelines for processing and handling of violations committed by private entities or individuals
Forward its recommendation to the appropriate agency of the government
Assist the victim or complaint in the filing of cases and develop guidelines and mechanisms for such purpose

LGUs have the responsibility to ensure that departments/offices (such as the city social welfare development office) which cater to women victims of gender-based violence shall comply with the incremental increase and with the conduct of mandatory training on gender and human rights for all government personnel involved in the protection and defense of women against GBV.
LGUs have to establish a VAW Desk in every barangay under their jurisdiction. Agencies/bodies with specific role/s: CSC, NBI, NAPOLCOM, DOJ, OPAPP, DND-AFP, DSWD, DILG, DOH, NCMF, LGUs, CHR, CHED, DepEd, C/MSWDO, C/MHO, PNP
LGUs have the responsibility to ensure that departments/offices (such as the city social welfare development office) which cater to women victims of gender-based violence shall comply with the incremental increase and with the conduct of mandatory training on gender and human rights for all government personnel involved in the protection and defense of women against GBV.
LGUs have to establish a VAW Desk in every barangay under their jurisdiction.
16. Capacitating women employees for third-level positions to meet the 50-50 gender balance in 5 years (CESB, CSC)
Women comprising 40% membership of all development councils
Women to be represented in other policy and decision-making bodies
Review of policies on recruitment and selection, qualifying examinations, assignment of posts and missions
COMELEC to ensure the incorporation of provisions on women's political participation in their guidelines
Encourage women leadership in political parties and ensure women members can participate meaningfully within the party
Incentives to encourage women leadership in the private sector

The executive–legislative body shall prioritize bills that will amend or repeal discriminatory provisions of existing laws, inter alia:
- Family Code of the Philippines – (a) Article 14: on the provision on giving preference to the father’s consent to the marriage of children between the ages of 18 and 21; (b) Articles 96 and 124: on the provision on giving preference to the husband’s decision, in case of disagreement with the wife, on the administration and enjoyment of community and conjugal properties; (c) Article 211: on the provision of giving preference to the husband’s decision, in case of disagreement with the wife, over the persons of their common children; (d) Article 225: on the provision on giving preference to the husband’s decision, in case of disagreement with the wife, on the exercise of legal guardianship over the property of unemancipated common child; (e) Article 55, No.1: on the requirement for repeated physical abuse and grossly abusive conduct as a ground for legal separation;
- Revised Penal Code – (a) Articles 333 and 334: on adultery and concubinage; (b) Article 202: on the definition of vagrants and prostitution; (c) Article 351: on premature marriages; and (d) Article 247: on death inflicted under exceptional circumstances;
- Labor Code Article 130, on night work prohibition;
- Rules of Court Rule 131 Section 3 (jj), on disputable presumptions;
- Code of Muslim Personal Laws; and
- RA 8353, on removal of criminal liability of rapist when victim marries him.Agencies/bodies with specific role/s: PCW, Congress, executive-legislative body
