Stamford Professional Fire Fighters AssociationIAFF, Local 786 • Brendan Keatley, Local 786 President • 13 years in SFRD, Group 1, Station 1 • 6th year as union president, union board member since 1999 • Certified FF 1, 2, Instructor 1, Fire Officer 1, Incident Safety Officer, EMT-D • Resident of Trumbull.

  4. Public Safety is Job #1 • L786 is looking to the future of the City, not the past • Significant sacrifices have been made by L786 to get to this point (apparatus placements, reallocation of units and personnel) • Significant sums of money, time and effort have been expended by 786 to improve services to city residents • Cost savings and standardization have benefited the City and its taxpayers

  5. Local 786 • Represents all IAFF Fire Fighters in the City of Stamford under 1 Labor Contract. • In 2007/08, Belltown, Glenbrook and TOR’s union fire fighters voted to become SFRD employees, the vote was conducted by individual department. • Standardized wages, work schedules, grievance procedures, promotions, overtime opportunities, contract language, collective bargaining and chain of command.

  6. Local 786 • We have no representation of the employees of Long Ridge Fire Co. • Long Ridge employees pursued legal action in the mid to late 90’s leading to their removal from Local 786. • Valid Labor Contract until 6-30-11, or until successor agreement is reached.

  7. Contractual Staffing Levels • 52 Officers and Fire Fighters per 24 hour shift • Companies staffed as follows: • Seven - 4 person engines (28) • 2 – 3 person engines (6) -not compliant with NFPA standards • 3 – 4 person truck companies (12) • 1- 4 person heavy rescue company (4) • 1- Deputy Chief and Aide (2) • Total on duty strength of 52.

  8. Staffing Levels • Contract calls for 60 employees, the City of Stamford, at it’s option, has hired above 60 in an attempt to cut overtime spending, however the City has added additional pension, insurance, health care liabilities and other contractual costs to these hires.

  9. Work Locations • Fire Headquarters – downtown 10 • Shippan Fire Station 4 • South End 8 • West Side 8 • Woodside 8 • Glenbrook 4 • Springdale 4 • Vine Road (temporary structure) 3 • SEMS Building (temporary conditions) 3 • Total 52 ff’s per shift

  10. Station Locations • Various studies have been funded by the City, fire stations have been recommended in the following locations: • 684 Long Ridge Road (TOR) • Hunting Ridge and Wildwood Roar (LRFD) • Hope and Weed Hill Ave (Springdale)

  12. Community Involvement • Long Term commitment to MDA • Union sponsors many community initiatives, sponsors many youth sports teams, scholarships, community events • If we can help, we will! • Very visible presence in communities we serve.

NFPA 1710 • NFPA 1710 states that the “fire department’s fire suppression resources shall be deployed to provide for the arrival of the initial full alarm assignment within an 8-minute response time to 90% of the incidents.” In addition to the NFPA guidelines which offer recommendations on response times for a full alarm assignment, this standard also provides criterion for the capabilities of a full alarm contingent. Including incident command, there should be no less than 15 fire fighters on the scene of a full alarm incident, 17 if a second Pump and Aerial device are in operation.
