According to a study by HBOS (2007), the average cost of a house is unaffordable for key workers in at least 70% of towns across Great Britain. Greater London and the South East were the next most expensive locations to live with 95% of towns and boroughs unaffordable for key workers in 2006 and 100% of boroughs in 2007. The house price to earnings ratio is highest in London and the South East with the average price of a house being 11.1 times the average salary for ambulance staff, a ratio of 9.5 for nurses and 7.6 for teachers. The Government defines affordability as “subsidised housing that meets the needs of those who cannot afford secure decent housing on the open market either to rent or buy” (ODPM 2006, p5).
