The following changes were made to the Guidelines to facilitate harmonization with other MDBs and bi-lateral donors: • Eligibility – opens eligibility • Fraud/Corruption – separates collusion and adds coercive practices • Eliminates reserved procurement • Clarifies text for rejection of all bids • Standardizes domestic preference on 15% rate • Provides for increased use of technology for advertisement
