  1. A case study: the INSEREG – EQUAL project Gaetana Ariu Laboratory for the VET system Innovation Province of Parma

The INSEREG experience • Insereg is a project promoted by the Province of Parma, in partnership with 11 other public and private bodies, to support opportunities for regular employment and professional qualifications of persons who have difficulty in entering the labor market. • The project, financed by EQUAL Initiative, started in June 2002 and ended in January 2005.

  3. The INSEREG experience INSEREG addressed at three groups of users: Immigrants who have an undeclared home care assistance for the elderly and / or sick (so called "carers"); Immigrants involved in the construction industry; People experiencing social disadvantage.

  4. The INSEREG experience What experimented: devoted and personalized training courses provided by VET centres both in construction (men) and care (women) sectors; A local framework of Institutions and NGOs to support regular inclusion paths for people at risk of social exclusion, providing specific supports (social services, VET, aids, …).

  5. The INSEREG experience What remains: the Resource Centre, job placement service for regular migrant women working in the field of home care, and for the assistance and advice to families who need home care services and benefits. The Resource Centre is located at the Centre for Employment of the Province of Parma.

  6. The INSEREG experience • The Laboratory for VET innovation, as a permanent instrument within VET and labour Policies DEPT to enhance innovation and experiment new training solutions.

  7. The INSEREG experience The lessons learned: necessity for strong work linkage in any VET course devoted to immigrants; Relevance of employers involvement in novelty; Real support from Institutions, especially in transitions (legal status, working condition, health position, school admittance, …).
