Outbreak of War in Europe • GB/ France pledged to fight if Poland was attacked; to much of Europe’s surprise, Stalin (Italy’s fascist leader) & Hitler (Germany’s communist leader) signed a non-aggression pact in Aug of 1939. • WWII began w/ Germany’s invasion of Poland on Sept. 1, 1939; Initially, GB/Fr but later, Italy/Japan declared war against Germany. • Blitzkrieg warfare: air power & fast moving tanks to create the lightning war that attacked the Allies, except for Great Britain

Changing U.S. Policy • The U.S. pledged neutrality, but still aided Britain indirectly (“cash & carry”) • Destroyers for bases deal: September 1940- trade between GB & the US giving the British 50 older, still serviceable, US destroyers in exchange for giving US right to build military bases on British islands in the Caribbean (done to avoid alarming the isolationists) Selective Training Act & Service Act of September of 1940:registration of men 21-35for training of 1.2 million in a year; peacetime draft

The election of 1940 • Roosevelt felt the need to run for a third presidency reassuring, “Your boys are not going to be sent into any foreign wars.” • Republican candidate, Wendell Willkie, criticized the New Deal, but agreed to be prepared and give aid the GB, but strongest criticism was the decision to break the 2 term tradition. • Results: Roosevelt wins w/ 54% of pop vote: 1)Strong economic recovery based on defense purchases 2)Fear of war causing voters to stay w/ the more experienced leader
