2. SOCRATES • SOCRATES is the European Community action programme in the field of education. • It is based on Articles 149 and 150 of the EC Treaty. Art. 149 provides that the Community «shall contribute to the development of quality education» by means of a range of actions to be carried out in close cooperation with the Member States. The Treaty also contains a commitment to promote lifelong learning for all the Union's citizens. • The second phase of the programme covers the period 1/01/2000 to 31/12/2006. It draws on the experiences of the first phase (1995-1999), building on the successful aspects of the programme, improving and amalgamating several of the previous Actions and introducing a number of innovations. • The budget allocated for the programme is EUR 1,850 million over seven years.

4. COMENIUSEuropean Cooperation on School Education • COMENIUS  focuses on the first phase of education, from pre-school and primary to secondary school, and it is addressed to all members of the education community in the broad sense – pupils, teachers, other education staff, but also local authorities, parents' associations, non-government organisations ... • COMENIUS supports school partnerships, projects for the training of school education staff, and school education networks. It thus aims to enhance the quality of teaching, strengthen its European dimension and promote language learning and mobility. • COMENIUS also emphasises certain issues: learning in a multi-cultural framework, which is the cornerstone of European citizenship, support for disadvantaged groups, countering under-achievement at school and preventing exclusion.

ERASMUSHigher Education 1/2 • Students’ mobility (3-12 months in another participating country in the framework of agreed arrangements between universities). • Teachers’ mobility (of fully integrated teaching assignments in a partner University, 1 - 8 weeks) • Joint development of curriculum (a. joint development of "study programmes" (CD) at any level; b. joint development of European "modules" (EM), including specialised language modules; courses on history, society, culture, politics of other european countries; aspects on European integration or com-parative aspects relating to the content of a given discipline; c. - implementation and dissemination of curricular development projects (CDD) which have completed their development phase

8. ERASMUSHigher Education 2/2 • Recognition of periods of study abroad • Intensive Programmes(a short programme of study (10 days to 3 months) which brings students and staff from universities in different participating countries together with non academic experts, in any field of study). • Thematic networks(to define and develop a European dimension within a given academic discipline or study area, or in other matters of common interest, by means of co-operation between university faculties or departments).

10. Erasmus Mundus Is a co-operation and mobility programme in the field of higher education which promotes the European Union as a centre of excellence in learning around the world. It supports European top-quality Masters Courses and enhances the visibility and attractiveness of European higher education in third-countries. It also provides EU-funded scholarships for third-country nationals participating in these Masters Courses, as well as scholarships for EU-nationals studying in third-countries.

11. Erasmus Mundus • ACTION 1 - Erasmus Mundus Masters Courses: high-quality integrated Masters Courses offered by a consortium of at least three universities in at least three different European countries. • ACTION 2 - Erasmus Mundus scholarships • ACTION 3 - Partnerships: Erasmus Mundus Masters Courses will also have the possibility of establishing partnerships with third-country higher education institutions. • ACTION 4 - Enhancing attractiveness: It will support activities that will improve the profile, the visibility and the accessibility of European higher education as well as issues crucial to the internationalisation of higher education, such as the mutual recognition of qualifications with third-countries.

12. Erasmus Mundus The programme is open to: • the 25 current and new EU Member States • the candidate countries for accession to the EU • the countries of the European Economic Area / European Free Trade Association • “all the other countries of the world” (third-countries) As long as the official participation of the candidate countries (Bulgaria, Romania, Turkey) in the programme is not formalised, they will be considered third-countries

14. GRUNDTVIG Adult education and other educational pathways AIMS: • Promoting the development of concrete products and valid results which will be of use in several participating countries (if possible, throughout Europe) • Promoting European co-operation between bodies providing adult education • Contributing to improving the quality of teacher training relating to persons involved in the teaching of adults • Furthering the debate on lifelong learning and contributing to the dissemination of good practice.

LINGUA Promotion of language teaching and learning AIMS to: • encourage and support linguistic diversity throughout the Union; • contribute to an improvement in the quality of language teaching and learning; • promote access to lifelong language learning opportunities appropriate to each individual’s needs

18. LINGUA STRUCTURE: • Lingua 1 is intended to: • raise citizens’ awareness of the Union’s multilingual wealth, encourage people to learn languages throughout their lifetime, and improve access to foreign language learning resources across Europe; • develop and disseminate innovative techniques and good practices in language teaching. • Lingua 2 aims to: • ensure that a sufficiently wide range of language learning tools is available to language learners.

MINERVAInformation and Communication Technology (ICT) and Open and Distance Learning (ODL) OBJECTIVES: • to promote understanding among teachers, learners, decision-makers and the public at large of the implications of the use of ICT in education, as well as the critical and responsible use of ICT for educational purposes; • to ensure that pedagogical considerations are given proper weight in the development of ICT and multimedia-based educational products and services; • to promote access to improved methods and educational resources as well as to results and best practices in this field.

23. LEONARDO DA VINCI AIMS: • To improve the skills and competencies of people, especially young people, in initial vocational training at all levels, with a view to facilitating their integration and reintegration into the labour market;   • To improve the quality of, and access to, continuing vocational training and the lifelong acquisition of skills and competencies with a view to increasing and developing adaptability, particularly in order to consolidate technological and organisational change;   • To promote and reinforce the contribution of vocational training to the process of innovation, with a view to improving competitiveness and entrepreneurship, also in view of new employment possibilities.

26. Youth€520 million AIM: • to contribute to the achievement of a “Europe of knowledge” and create a European arena for cooperation in the development of youth policy, based on non-formal education. TEMPUS III€940 million Aims: • To establish new courses or reform old ones • To help educational institution to restructure or to introduce modern techniques for university management and academic planning • To help higher education institutions to assist the transition process in the wider social, economic and political community outside the strictly-defined academic field.

Israel's participation is possible on a self-funding basis only. . Bulgaria, Romania and Turkey and Members of the Group of 24 may participate on self-financing basis
