FHWA National R&D Agenda - Update Three Phase Process : 1. Develop FHWA Emphasis Areas, Post on Interactive Website Distribute via traditional channels 2. Solicit External Stakeholder Input 3. Identify & Address Program and Systems Gaps
Stakeholder Input Through Interactive Website & Traditional Channels: Comment on FHWA Program Emphasis Areas (organized by functional area) Comment on Gap Analysis Identify Overarching Systems , Organization or Process Gaps
FHWA National Research Agenda Management by FHWA RD&T Agenda Committee (HRTM lead office + FHWA Working Groups). Includes STRDD R&D, EAR, SHRP2, and those pooled-fund and NCHRP projects with direct FHWA funding
TRB Special Report 261 – The Federal Role in Highway Research and Technology • Recommendations to FHWA: • R&T should focus on fundamental, long-term research • Research should be aimed at significant hwy. research gaps not addressed by others • Should be more responsive to major stakeholders • Should balance stakeholder problem ID w/ expert tech. review • Led to creation of FHWA Corporate Master Plan
