COMPETITIVE GRANT PROCESS • The program office discusses procurement needs with the Office of Procurement Services. • The Solicitation for Grant Application (SGA) is developed and includes evaluation criteria. • SGA availability is announced either through the Federal Registry or Grants. Gov. • Applicants submit proposals by due date . • Evaluation Panel reviews proposals and score them according to stated evaluation criteria noted in the SGA.
Continuation • Evaluation Panel makes their recommendation to the Office of Procurement Services (OPS) Grant Officer. • Cooperative Agreement is developed by OCFT & OPS, based on the applicant’s proposal and panel report. • Unsuccessful applicants are notified and debriefed (upon request) based on the evaluation panel report.
STEPS for GRANTS.GOV • Download a Grant Application Package • Complete the Grant Application Package • Submit the Completed Grant Application Package • Track the Status of a Submitted Grant Application Package
HARD COPIES • OPS will still be accepting hard copies of applications, however, the US Government is moving towards electronic submission only. OPS will advise all applicants when that change occurs.
TIMELINESS • In order to preserve the fairness of the process we do not accept late applications.
RESPONSIVENESS • ALL required documents submitted
NON-RESPONSIVE • Technical Proposal (45pg) Max • Cost Proposal • Audit Reports for Primary Applicant, Associates & or Partners) • Resumes of all key personnel • Signed Letters of Employment
NON-RESPONSIVE • Partnership Agreement(s) • DUNS # for Primary Applicant, Associates & or Partners) • After Due Date • Applications not submitted in English
TECHNICAL REVIEW PANEL • The proposals that are determined to be responsive to the SGA are forwarded to the technical panel for review for compliance with the technical criteria and the general requirements published in the SGA.
RATING and RANKING of PROPOSALS • When the evaluation panel finishes, they have rated and ranked the proposals in accordance with how well the proposals complied with requirements of the SGA.
AWARDING • Once the Grant Officer reviews and approves the panel’s recommendation, OPS preps the award package(s) and makes the award(s). • All awards will be made by no later than September 30.
CLOSING • The primary thing that we want to emphasize is what makes a proposal responsive. The key to having a responsive proposal is to follow the guidelines of the SGA.
