    2. 2 CCE is the focal point at SC for all contracting activities CCE is not a contracting activity – the CCE manages our relationship with contracting activities Created by SC policy in Sept 2008 and utilizes an MoA with CECOM’s Rapid Response Project Office at Ft.     4. 4 Policy and Charter Policy memo 05-08, 26 September 2008, established the Contracting Center of Excellence (CCE) and applies to all activities under USSOUTHCOM Policy updated with Policy Memo 16-09 dated 30 November 2009 All USSOUTHCOM directorates required to register and coordinate formation, award, administration and termination of all contracts for goods or services with CCE All others including Sub-Unified Commands, Direct Reporting Units, Army Signal Activity and Security Assistance Offices/Military Groups required to register contract awards in CCE database Purchases under micro purchase threshold are exempt ($3K for equipment, $2.5K for services, or $2K for construction) REGISTER https://r2csr2.monmouth.army.mil/sccms/

    7. 7 Register with CCE This document is key. Don’t rewrite the entire template, but be specific in WHAT you want without telling the contractor HOW to do it. For example, tell the hotel to provide rooms for 50 conference attendees, but you don’t specify “must be a Marriott”. If you need services, like translators or drivers, you will need a SEPARATE 3953 and PWS for those services. You will also need the “Services Approval Memo”. If other services are small in dollar amount, and the hotel can provide them, we may then include the additional services into the main PWS – in many cases the hotels can subcontract for vehicles, drivers, translators, interpretors, computer equipment, audio visual equipment, etc.This document is key. Take Aways Seek advice prior to committing Govt to funds/contracts (to avoid UACs) Maximize efficiency by grouping like items for contracts and maximizing options Start contracting actions early 120 days out over $300K 60 days for all Conferences and Conference Support Subject of Availability of Funds (SAF) if needed Ensure personnel on your staff have COR training Ensure linkage with Administrating Contracting Officer (ACO)
