Why is 2012 a special water year • Water Framework Directive - On the basis of the RBMPs, the Commission has to publish a report and submit it to the European Parliament and the Council by December 2012. The contents of the report are laid down in the Article 18 of the WFD: • a review of progress in the implementation of the Directive; • a review of the status of surface water and groundwater in the Community under-taken in coordination with the European Environment Agency; • 2012 Water Scarcity and Droughts - Policy Review. The Environmental Council of 30 October 2007 supported the Commission’s 2007 Communication and invited the Commission specifically to review and further develop the water scarcity and drought policy by 2012. • As a consequence of the White Paper on adapting to climate change – there will in 2012 be a review of the vulnerability of water and environmental resources to climate change and man-made pressures. • 6th World Water Forum in Marseilles • Assessment of Assessment

DG Environment: Blueprint to Safeguard European Waters In 2012, the Commission will publish a "Blueprint to Safeguard European Waters" • Review of the implementation of the Water Framework Directive • review of the Strategy for Water Scarcity and Droughts and gap analysis and proposal of new measures (beyond WFD). • review of the vulnerability of environmental resources such as water, biodiversity and soil to climate impacts and man-made pressures. Adaptation measures promoted at EU-level • Close cooperation between DG Environment and EEA
