Key elements of the scheme • 2 components: • PLR (the public library network) • ELR (educational libraries) • In 2012-13: • PLR: A$10,295 million • ELR: A$11,701 million • Only available to citizens / residents and businesses that regularly publish books in Australia • Managed on claims / sample of holdings

  4. Objectives of the schemes • Recognition of lost income from books being made available in libraries • To support and encourage the growth and development of Australian writing and publishing

Current reviews • In 2011 the Book Industry Strategy Group (BISG) endorsed the importance of the PLR / ELR • The Book Industry Collaboration Council was formed in 2012 to follow through on BISG recommendations, including PLR / ELR • It has established an Expert Reference Group to consider how eBooks can be included in the schemes INDEPENDENTLY • the government is conducting a “modernisation” review considering how the existing scheme can be improved. This is the first review since 2000

  6. Key issues • Inclusion of e-books in the scheme (for the Expert Reference Group) • Should payments be capped? • Should it change from a holdings based model to an alternative basis – loans or type of publication? • Should the management of the scheme be outsourced?
