  1. 2008 Annual Report Submitted by Tonya Galbraith, Town Manager Jan. 13, 2008

Accomplishments in 2008 -Administrative • Updated, along with the Department Heads and Cathy Gardner, the comprehensive 5-year Capital Project Plan. • Launched the Business Directory on the Website. • Amended the Travel Policy and Internet Policy for the Employee Handbook. The Council also approved a new employee policy establishing an employee sick bank. • Began work on 2010 Census. Assigned Administrative Assistant Melissa Davidson as point of contact. • Worked with Planning & Zoning Committee on updates to the Overlay Ordinance. • Worked with the Redevelopment Commission and Hirons & Co., on the “Next Stop McCordsville” marketing and branding campaign. • Worked with Redevelopment Commission on updates to the Economic Development Plan. • Served on an Indiana Association of Cities and Towns (IACT) “Boot Camp” panel for Newly Elected Officials. • Served on the Indiana Advisory Commission on Intergovernmental Relations, the IACT Legislative Committee and Administration Policy Committee. Also served on Board of the Hancock Economic Development Council and the Indiana Municipal Management Association. • Testified before the Alcohol Beverage Study Commission regarding alcohol beverage quotas. • Worked with Tom Strayer on a Town Hall Building subcommittee. • Hired a fulltime utility billing clerk. • Launched a town-wide email system to provide various updates. • Earned Credentialed Manager designation through the International City-County Management Association. Official “brand” is dropped during March kick-off event “Next Stop McCordsville” kick-off at the Indiana State Museum

Planning and Development • Joe’s Bar & Grill opens for business. • McCordsville Family Dentistry opens. • TK Nail & Spa opens. • Gateway Sales & Leasing opens. • Chicago’s Pizza opens • Advanced Medical Aesthetics opens (and then closes). • Campos Tacos opens. • Aspen Self Storage opens. • New Post Office begins construction. • Citizens State Bank receives rezoning approval. • McCord Square commercial development receives rezoning approval. • Farmers Insurance Company receives rezoning approval. • Construction drawings were approved for the McCordsville United Methodist Church expansion. • Hancock Regional Medical Office Building receives PUD amendment approval. • 146 acres (Jacobi Family Revocable Trust) was annexed into the Town. • Brookside Village Shoppes begins process of amending PUD for a commercial project. • Brookside Glen Senior Living Apartments begins development process. • Living Waters Community Church receives a Special Exception for use of the Golf Course clubhouse (owned by Meijer). • Emerald Springs Section 6A & 6B completed and recorded. • Deer Crossing Section 3A completed and recorded. • Geist Woods Section 1 recorded. • 49 Final Occupancy Releases approved. McCord Square receives rezoning approval (shown off of CR 750N) Ameri-Stor Facility opened in December, 2008

  4. Public Works Department - Wastewater • 60 million gallons of wastewater treated. • Wastewater Treatment Plant Expansion Phase 4 begins. Construction is 36% completed. • Stansbury Lift Station and Force Main received IDEM approval and the easements were acquired. The project will go out to bid in early 2009. • 185,000 gallons of sludge hauled. • Proportion-Air connected to system. • Completed and passed the Mayflower BOD laboratory testing with IDEM. • 30 sewer lateral inspections approved. • 825 sewer utility locates. Wastewater Treatment Plant Expansion. Completion expected in the Spring of 2009.

  5. Public Works Department - Transportation • County Road 900 North resurfaced for a cost of $135,570. • Mallard Lane mill and resurfacing project is completed (pending curb repair) for a cost of $41,050. • Added 1.60 miles to the street inventory (total now is 26.21 miles). • Removed 401 signs in the Town’s Right-of-Way. • Re-stoned all alleys in Town. • Completed patching and pothole repair on County Road 650 North. • All staff members attended a safety seminar in Noblesville. • Final asphalt surface installed in remaining area of Gateway Crossing Section 1.

  6. Public Works Department - Stormwater • Form Street Stormwater Improvements project is completed at a cost of $209,024.50. • Submitted MS4 5-year permit renewal to IDEM. • Submitted MS4 year end report to IDEM. • Drainage approvals issued for Aspen Self Storage and the McCordsville United Methodist Church. • Staff attended training for erosion control and pollution prevention. • Street sweeper logged 45 hours and removed 21.7 cubic yards of debris. Form Street Stormwater Project is completed.

  7. Utilities Department • Reorganized department to include supervisor position. • Promoted Ann Welling to Utility Supervisor. • Hired fulltime Utility Billing Clerk. • Increased sewer/stormwater billing accounts by 29. • Completed 179 work orders for water disconnects. • Completed upgrade to billing software. • Applied all sewer deposits to their respective accounts. • Participated in State Board of Accounts audit of the Utility Department. • Participated in staff retreat.

Average Estimated Cost of Construction • Bay Creek (based on 1 Builder Information Form) = 133,620. • Bay Creek East (based on 2 Builder Information Forms) = $246,197. • Deer Crossing (based on 10 Builder Information Forms) = $151,180. • Emerald Springs (based on 14 Builder Information Forms) = $108,621. • Geist Woods Estates (based on 5 Builder Information Forms) = $440,000.
