Communications for the Warfighter Mr. Gary Blohm, Director CERDEC Space & Terrestrial Directorate 17 March 2005
Positioning for the Future • Communications is the key enabler to making the network operational • We must be able to maintain a responsible and progressive approach to providing solutions for future challenges • Continue C4ISR System Engineering to support modeling & simulation, experimentations, demonstrations, and analysis Can You Hear Me Now?
CERDEC S&TCD Mission Provide Secure, Networked Tactical Communications to Support the Current Force and Enable Transformation to the Future Force The S&TCD vision is a future battlefield where communications connectivity is never an impediment to the success of an operation and “who talks to whom”is a function of doctrine andnot a matter of technical limitations Security Connectivity Capacity System Engineering
Network Challenges • Increasing demand for communications capacity • Managing knowledge networks in a network- centric environment • Reliable Mobile On-The-Move Communications • Secure information to the right user at the right time
Network Challenges • ANTENNAS • ANTENNAS • ANTENNAS • Advanced, On-the-Move, Multiband Antennas • < 3 GHz Broad band Reduced visual signature (including conformal) Improved RF performance Vehicular and aircraft • > 3 GHz SATCOM SWAP-$ Multi Band (Ku, Ka, Q) Multi Beam Directional SWAP-$ Multi-band, Multi-beam (C, X, Ku, 38GHz?)
Affordable Antennas to include support of Satellite On-The-Move Communications Information Assurance SATCOM Range Extension Compression techniques for voice & video Network Technologies Blockage Mitigation & Performance Enhancement Proxies Multi-Level Security Intrusion Detection Systems High Speed Encryption Devices Spectrum Management Network Challenges
Emerging New Areas of Emphasis Connectivity Capacity Security System Engineering • Directional Networking • Directional Antennas Automated Network Planning Spectrum Efficiency SATCOM & Data Link Networking Complex Environment (i.e., Tunnels, Caves, Buildings)
RDECOM Network C4ISR IPT Continue to develop technology roadmap and to determine shortfalls in technology areas • ASTWG Task: Comprehensive systems engineering description of network communications requirements for Unit of Action and Unit of Employment Conduct assessments of current and proposed C4ISR S&T programs to build on and modify existing programs and propose new requirements TRADOC ARL CERDEC RDECOM SOSI & International Participated in C4ISR Day with FCS FCS RDECOM NETWORK IPT UAMBL WIN-T G-2, G-6, G-8 NSC AMSAA AMRDEC Other IPTs Partner with FCS, WIN-T, PEO/PMs to identify and address shortfall areas Academia Assess and examine potential technology products/programs that will help the in CF & FF TARDEC Industry DoE SMDC PEO/PMs DARPA DISA CSA Challenge: Identified C4ISR technologies for rapid fielding to SBCTs Ensure that proposed & current programs can be integrated & interoperable with current and future architectures
The Road Ahead • Address C4ISR challenges that represent system voids demanding immediate developmental engineering • Tackle OIF issues for which solutions would offer substantial capability or force protection enhancement • Undertake problems for which theory and analytic data isn’t convincing enough – demanding more extensive modeling & simulation and live experimentation
The Road Ahead • Continue to partner and leverage technologies from other Services, Industry, and Academia • Integration and interoperability of systems • Support Current and Future Force by getting the right technologies into the hands of warfighters quicker
The Road Ahead • Layered, secure communications architecture, with sufficient bandwidth in which to provide a high quality of service in Future Force environments • Goal: Provide the Warfighter with worldwide assured, secure ubiquitous connectivity, anywhere, anytime to anybody
