Why? • NC schools not improving at an acceptable rate (1995) • Hold schools accountable to student performance improvement • Provide achievement goals
Over the Years… • 1996: First ten districts to adopt • 1997: Assistance teams were available for schools, High School Model developed, incentives created • 1998: Low-performance schools, alternative schools, high schools, charter schools, more guidelines/revisions, report card available, increased incentives • 2004: General Assembly questioned the validity of the program and some changes were made on how to calculate test results
