  2. Who Is.. International Business Aircraft Council (IBAC) • Non-profit, non-government, non-lobbying • Members: 15 Associations representing business/corporate and on-demand operators worldwide • Represent interests at ICAO • Manage IS-BAO program on behalf of all member associations International Civil Aviation Organization (ICAO) • Gov’t/ UN Organization • Members: States • Publish Standards and Recommended Practices (SARPs) in form of Annexes • States obligated to write rules to implement SARPs or file differences

Regulatory Status • Annex 6 Part I • Commercial Operators • NEW SMS program acceptable to State effective January 1, 2009 • Annex 6 Part II Amendment 27 • Non-commercial Operators of Turbojet and Large Airplanes (also recommended for corporate operators-3 or more aircraft and paid crew) • Effective November 18, 2010 • SMS plus additional requirements including manuals, training, fatigue countermeasures program and more!

ICAO Considerations • Annex 6 Part II (International General Aviation) proportional to Part I and protect third party interests • Safety record shows individual/ operator responsibility and industry codes of practice effective • Performance based standards and use of industry codes of practice as means of compliance

  5. Code of best practices developed and maintained by industry for industry Rolled out in 2002 after 2 years of testing and development Foundation is a Safety Management System (SMS) Comprehensive standards based on ICAO standards, best practices, and ISO What is IS-BAO?

Risk Management Formula • Identify hazards • Method appropriate to size, complexity, culture of company • Assess and measure YOUR safety risks • Mitigate to eliminate the hazard or reduce the risk to an acceptable level • Track mitigations to ensure they are appropriate and effective • Modify mitigations as required

Performance Based Standards • WHAT you must do • HOW you meet the standard depends on size, complexity of flight department and individual company’s risk • Standards cover all aspects of an operation • SMS, Organization, Personnel, Training, Operations/ Intl, Ops Manual, Equipment, Maintenance, Occupational Safety, ERP, Dangerous Goods, Environment, Security
