Four Central Themes • Government- Constitutional Monarchy • Administration- Rational Thought • Economics- Unregulated Freedom • Religion- Anti-clericalism
Passive and Active Citizens • Men who could pay taxes = to 3 days labor wages. • They could choose electors. • Women had few rights. • Hereditary titles less important.

A Weak Economic Policy • Workers organizations thwarted. • Taxes- ineffective, not enough collectors. • Church land confiscated and sold. • Assignats- gov’t. bonds.
Religious Policy • Civil Constitution of the Clergy • Opposed by Pope Pius VI • Led to a schism between the revolutionaries and the Christian faithful.
Emigres • Aristocrats who fled France. • Girondians threatened to take their land if they did not return.
Brunswick Manifesto • United the French against foreign armies. • Greater distrust grew for Louis XVI
