About Roskilde University • The university was established in 1972 • Bachelor programmes starts with one out of three basic, cross-disciplinary studies in science, sociale science or humanities • 2006 structurereform at the university • 10 departments transformed in to 6 • Today more than 9.000 students
The 6 departments • Department of Communication, Business and Information Technologies • Department of Culture and Identity • Department of Environmental, Social and Spatial Change • Department of Psychology and Educational Studies • Department of Science, Systems and Models • Department of Society and Globalisation
What happend 1.st of january 2007 • The stucture reform take place • Numbers of municipalities reduced from from 271 to 98 • Former 15 counties are replaced by 5 new administrative regions
Main purposes for the region • In Region Zealand, are there employeed about 15.000 people • Helath and social care system. • Psychiatriy system • Regional deevelopment (also Growth Forum) • Role of shapeing network of cooperating partners, who work for a dynamic and coordinated development throughout the region
Growth Forum (Vækstforum) • ”Council of regional development” • Established 1 April 2006, according to the legislation of the public sector reform. • The Regional Council is responsible for the regional industrial development and establishes Growth Fora for this purpose. • For the first time the responsibility for regional development is established by law • Partnership: Members from the Regional Council (3), municipalities (6), industry organizations (6), education sector (3) and the the labour market organizations (2). • The Chairman of the forum is the chairman of the Regional Council
Growth Forum (2) Tasks • Formulate strategy for growth, industrial development • Development and funding of industrial development activities Growth Forum is not allowed to carry out development activities Activities must be carried out by independent professional actors, municipalities etc.
Partnerships and networks What kind of institution is Growth Forum? • A partnership • Not an authority, not local or regional government
Estimated growth of population 2005-2015 • Region Sjælland has 806.000 inhabitants • 7.273 km2 • 17 municipalities with 20.000-80.000 inhabitants
Characteristics of Region Zealand • Region Zealand is closely connected to the Capital Region • Common labour market and “market” for education etc. • 90.000 commuters of a total labour force of 400.000 (30.000 commuting in from other regions) • Population grows because of lower prices on houses than in Copenhagen area
Strengths • Diversified trades and industries • Skilled, stable and flexible labour force • Low unemployment – 4-5 percent • Low crime • Close to 10-15 universities in the Øresund Region • Close to international airport • Close to big markets: Cph, Berlin, Hamburg • High level of income (small differences between regions in DK) • Relative high start up rate
So, what is the problem? • Low level of education (few with univ. degree, many vocationally skilled or unskilled) • Few clusters • Low degree of innovation • Lack of venture capital • Peripheral areas with lower growth and income, higher unemployment etc. • Globalisation? Outsourcing of industries to cheaper countries?

2006: Main focus: Strategy Proces during 2005-2006: • Analyses and surveys • Dialogue in Growth Forum and with regional actors • Sectretariat work
10-pointplan for 2007 In 2007 Growth Forum will contribute to: 1. Reinforce the innovation capacity in sme’s with focus on user driven innovation • A joint initiative in the area of bio fuels • Explore the commercial potential in the public health sector through public-private partnerships • Establish a competent unified business service system • Attract Foreign Direct Investment in cooperation with Copenhagen • Attract research funds to support international R&D-cooperation • More students as trainees in regional enterprises • Education efforts for low skilled people • Stimulate the ”entertainment economy” • Development and branding of local food products and -production
Financing development Budget Main sources of funding of activities (app. 20 M Euro) • Regional development budget (65 M DKK) • EU Structural Fund target 2 (72 M DKK) Money goes to development, not normal activity. No direct support to single enterprises. Funding of: • Projects • Institutions with industrial development as main purpose
Action Plan 2007 • 15 projects to be initiated 2007 • Growth Forums own projects (8) • Establish the necessary meeting • Develop activity • Start concrete activities • Tenders (7) – Growth Forum calls for proposals: Resulting in a handful of projects
Examples of activities Project: User driven innovation Growth Forum assembles a group of enterprises in order to stimulate exchange of knowledge and experience of user driven innovation. Focus on the innovative interaction with their users. Project will involve knowledge institutions which the firms have contacts with. Coordination with national programme.
