State Hydraulic Works of Turkey Hydrology Forum Koblenz, May 8-10, 2012 The General Directorate of State Hydraulic Works (DSİ), is a legal entity included in general budget, and is the primary executive state agency responsible for planning, management, development, and operation of the nation’s overall water resources. DSİ works under the aegis of the Ministry of Water and Forestry.

  7. Biggest success Hydrology Forum Koblenz, May 8-10, 2012 Water Database Project (SVT) was successfully realized in 2009. All water data are evaluated, organized, published and disseminated by SVT data base. It works on internet and every remote user may add, report or evaluate data limited with his/her authorization. All technical personnelhas an online accessibility to hydrometeorological data.

  8. Biggest failure Hydrology Forum Koblenz, May 8-10, The qualified personnel for hydrometeorological data collection and management are retiring day by day. Because of the financial policy, it is not possible to appoint new staff. As we all aware, technical experience of hydrographers are very important to have accurate measurements. Their retirement is lessening our institutional experience capacity.

  9. Expectations Hydrology Forum Koblenz, May 8-10, 2012 • New institutional structure for hydrometeorologic data management (national level), • Enhancing awareness for hydrologic data with conferences, workshops. (international level), • Determining standards for new measurement techniques.

  10. Turkish Meteorological Service Hydrology Forum Koblenz, May 8-10, 2012 Turkish Meterological Service (TMS), was founded in 1937. It is the only legal organization which provides all meteorological services in Turkey. TMS currently works under the Ministry of Water and Forestry.

Organization, role and main tasks Hydrology Forum Koblenz, May 8-10, 2012 • To make observations (climatological, synoptic,aviation), • To provide forecasts and warnings (medium and short range,nowcasting etc), • To provide meteorological services to different sectors, • To provide meteorological services to Military, • To operate meteorological network, • To make Flash Flood Early Warnings.

Biggest success Hydrology Forum Koblenz, May 8-10, 2012 Expansion of AWOS stations countrywide, Expansion of RADAR network, Establishment of Calibration Center, Reorganization of Meteorological Service, Regional Center for Flash Flood Guidance of BSME countries Conclusion of flood forecasting and early warning feasibility study, More cooperation with regional countries.

  13. Biggest failure Hydrology Forum Koblenz, May 8-10, 2012 Elevations are very different in Turkey. Hydro-meteorological data collection stations has not been established sufficiently to represent high elevations. In addition, three institutions in Turkey have been working in hydrology. There is no perfect cooperation among them.

Expectations Hydrology Forum Koblenz, May 8-10, 2012 Expansion of Meteorological Network (TMS done feasibility studies), Establishment of River Flood Forecasting System, Establishment of inundation, hazards, and risk maps for major rivers, Determining standarts for new measurement techniques Enhancing awareness for hydrologic forecasting with conferences, workshops. (international level), Carrying out more research on hydrology and meteorology.
