  5. Concern over the shortage of applicants in the special education field led to the development of HB 1233. Designed to create a way for individuals, who do not have a degree in education, to enter the special education teaching profession. • HB1233 will allow Non-Traditional Route teachers to complete their certification while they are in the classroom (earn while they continue to learn). In a few minutes we will explain how.

QUALIFICATIONS • Have Earned Any Four-year Degree from an IHE Holding Regional Accreditation • Grade Point Average 2.75 • Commitment to Complete Masters Degree or Certification in Special Education • Commitment to Remain with District for At Least Three Years After Earning Standard Certification in Special Education

DISTRICTS’ COMMITMENT • Recommend Those Candidates to Boot Camp in Close Proximity or Decide to Offer District Boot Camp • Monitor Progress of Recommended Candidates • Make Hiring Decision • Provide Mentor • Participate in Discussion to Refine Process with Other Districts and the Planning Group

  16. APPLICATION PROCESS • Type of Structure (District, Interlocal Co Op, Partnership, etc) • Delivery Model—Weekends, Three or Four Weeks Full Time, Etc. • How Competencies Will Be Measured • Qualifications of Those Who Will Instruct/Facilitate

Application for Provisional Certification • Items to be submitted to OSDE Teacher Certification after completion of the Boot Camp: • Boot Camp completion certificate • Application for provisional teaching certificate • $50 fee • Official transcripts • Fingerprint background check (OSBI and FBI) and $59 fee Issuance of a One Year provisional teaching certificate in Mild-Moderate Disabilities or Severe-Profound Multiple Disabilities

Renewing the One-Year Provisional Certificate • The One-Year provisional Certificate may be renewed two times for a total duration of three years validity How to renew: • Provide OSDE Teacher Certification with official transcripts verifying at least 6 semester credit hours earned toward meeting the prescribed special education coursework during the validity of the One-Year certificate

How candidates move from a One-Year to a Standard Certificate • Issued one or more provisional certificates via the Non-Traditional Route • Successful completion of prescribed special education coursework or a Master’s degree in special education. • Pass the appropriate Oklahoma Subject Area Test (OSAT), Oklahoma General Education Test (OGET) and Oklahoma Professional Teaching Exam (OPTE) • Submit application/fee for new certificate to OSDE Teacher Certification Standard Teaching Certificate

  22. Direct Non-Traditional Path to Standard Certification in Special Education (no boot camp required) • Successful completion of prescribed special education coursework or a Master’s degree in special education • Pass appropriate special education subject area exam • Fingerprint background check (OSBI and FBI) and $59 fee • Application for Oklahoma School Certificate and $50 fee

  23. “Highly Qualified” Considerations • Special Education teachers do not need to be H.Q. if they are in a setting where they do not provide initial instruction (i.e. resource room/lab assistance in a content area) • Mild-Moderate Disabilities teachers may co-teach. Core content certified teacher would be teacher of record. Other avenues will continue to be explored and viable options will be addressed during the next legislative session and/or rule promulgation period.
