MANCOM MEETING November 12, 2010 • CSC Audit Findings • PMS-OPES duly approved by the CSC will be implemented starting July-December • (HO moved the date to 2011). There should be a proper orientation for the • employees before it is implemented. • PERC should continue in deliberating the perfomance standards started in 2006 • and 2007. • Each division should be required to have their own work standards. • Performance targets of the divisions were based on the Agency’s Work Program. • CSC advised that these targets be reviewed by the PERC and duly confirmed that • they conform with the AWP. • Performance targets should be submitted to the PERC for review at the start of • the rating period • For easy review, each employee should prepare a monthly performance output • report that would be summarized at the end of the rating period. • The performance appraisal report (PAR) should be reviewed by the performance • evaluation review committee (PERC). • PERC should continue setting up performance standard of every work assigned • to the employees. • Once the performance standards are in place, adopt forced ranking on the • employees’ performance. • Management should pursue the innovation planned for an effective PES implementation.
