Programs and Initiatives • Undergraduate • USNA International Programs Office, Center for Middle East & Islamic Studies, increased immersion overseas, summer foreign exchanges • NROTC (mandatory course – World Affairs and Cultures) • Navy Professional Military Education (NPME) • Naval War College – Regional content in residence courses, distributed learning for non-resident students (officer and enlisted) • Naval Postgraduate School (NPS) • Primary center for Navy Foreign Area Officer education • Regional Security Education Program (RSEP) • Navy Center for Language, Regional Expertise and Cultural • Operational Cultural Awareness Training and Country/Area Studies • Clearinghouse for focused culture training (e.g., MTT, pre-deployment) • Collaborative with USMC CAOCL and Ft. Huachuca Culture Center • Intercultural Relations Workshops Overseas Operationally focused, effects-based

Pre-Deployment • Navy Center of Excellence for Language and Cultural Training • Established Feb 06 to facilitate/coordinate culture training • Enables pre-deployment culture training for deploying Navy forces • Cultural Awareness Training Working Group – March 06 • Proposed 3 tiers of cultural awareness competence below level 1 • Tier 1 – Basic cultural sensitivity • Tier 2 – Regionally-focused competence with survival language skills • Tier 3 – Mission-focused competence with survival language skills • Institutionalizing cultural awareness training within Navy • Approved POM-08 Initiatives • Center of Excellence Funded/Staffed • Fully fund NPS RSEP • Programmed 20 DLI MTTs per year • Procure commercial distributed learning language tool for all hands

Operational Training • Training coordinated to date: • JLTC Ogden • Trained 10 Key personnel in 1 month Iraqi dialect and culture course • 60% finished at 0+ for Listening DLPT5 • MTT • Trained over 300 personnel from RIVRONONE (in Little Creek) and MSD73 (in Guam) in Intro to Iraqi culture course • Iraqi operational communication • Provided DLI Language Survival Kits • Professional Linguist Enhancement and Sustainment • Cryptologic Technician • On-site classes • Travel to JLC sites • Foreign Area Officers • New program – developing requirements • Planned support and training

Africa) • Navy OCONUS PCS Sites • Leveraging • Defense Language Institute’s Countries in Perspective Materials & MTTs • University of Military Intelligence TRADOC Culture Center’s Materials • USMC Center for Advanced Operational Cultural Learning’s Materials • Contract Training • Academic/Industry Concepts for Cultural Characterization

Officer PME • Content integrated by Naval War College (NWC) in: • Primary (CWO, O1-O3), via Navy Knowledge On-line (70-80 hours) • Intermediate (O4-O5), in-residence; non-residence programmed • Senior (O5-O6), in residence • Meets CJCSI 1800.1C OPMEP Criteria • 5 World Regions: • Asia-Pacific, West Hemisphere, Africa, Greater Middle East, Eurasia • Additional Qualification Designator (AQD) established for each region • Approved POM-08 Initiatives • Double NWC In-Residence Capacity for Regional Content • Establish NWC Non-resident Intermediate-level • Additional NWC Non-resident Primary PME

Enlisted PME • Content integrated by NWC in: • Navy Officer Primary which includes E7 - E8 • Curriculum development continues for Senior Enlisted Academy • Select E9s attending Officer Intermediate and Senior level PME • Planning for Non-resident PME for E1-E4 • Proposed POM-10 Initiative • Establish NWC Non-resident PME for E5 – E6
