EHV Boundary Consultation Current Definition of the EHV Boundary: “Designated Properties are premises or Distribution Systems connected to assets on the licensees Distribution System at a voltage level of less than 22 kilovolts, but excluding any such premises or Distribution Systems in respect of which the Use of System Charges levied by the licensee are calculated on the same basis as those levied in respect of premises or Distribution Systems connected to assets on the licensee’s Distribution System at a voltage level of 22 kilovolts or more” 2nd June 2010 energynetworks.org 2
EHV Boundary Consultation Classification of Customers Class A: Customers connected>22kV Class B: Customers <22kV and on site specific charges B1: 132/11kV Customers B2: HVS Customers B3: Other Class B Customers (eg meter outside substation) Class C: HV Customers C1: 132/11kV C2: HVS Customers C3: All other HV customers 2nd June 2010 3
EHV Boundary Options Option 1: No Change Option 2: Raise Boundary Class B customers migrate to CDCM 132/11kV customers migrate to HH metered tariff Option 3: Optional Raised Boundary Class B customers have the option to move to CDCM Option 4: Lowered Boundary Class A, B1, B2, C1, C2 all charged on EDCM 2nd June 2010 4
Consultation Responses Responses to Boundary Consultation 5 DNOs supported RB 1 DNO supported LB 1 DNO suggested new criteria: Group 1, All Class A, Group 2, Classes B1, B2, B3, C1, C2 & C3 – where the substation and subsequent assets are dedicated to one user, Group 3, Remaining Classes B1, B2, C1 & C2 – where the users Agreed Capacity is greater than [10MVA]. 1 Customer – No Change 2 Customer - ORB plus: Optional Lowered Boundary Transitional Relief 2nd June 2010 5
EHV Boundary Issues Issues Raised: Boundary at a voltage level is more open to discrimination claims Boundary should be on customer size not connection voltage EDCM should be applied as far down as loadflows can be modelled. 132/11 tariff required in CDCM under RB option Increased price volatility for HVS customers under LB Large increase in LLFCs under LB Transition relief 2nd June 2010 6
EHV Boundary Summary Summary: DNOs still support RB Clear Boundary No discrimination Next Steps Ofgem will issue boundary consultation in early June Licence change may be required depending on Ofgem’s decision on boundary 2nd June 2010 7
