1.0 Matters Arising from the 3rd APGCC Meeting & 9th HAPUA Working Committee
1.1 Resolution from the 9th HAPUA Working Committee & 3rd APGCC Meeting The 9th HAPUA WC and 3rd APGCC Meeting in Singapore from 1- 3rd December 2008 has approved and endorsed the followings: Need to align & geared all Working Group activities under HAPUA Working Committee towards ensuring the realization of the APG in 2015. The Meeting agreed that WG2, 5 and 6 should re-grouped to focus their plan of actions and activities to support the realization of APG. A special Working Committee Meeting be convened to adopt the revised AIMS before it is presented to the 25th HAPUA Council meeting in May 2009.
1.2 Resolution from the 9th HAPUA Working Committee & 3rd APGCC Meeting Direction for WG2 : Establish System Operation Sub Working Group (SO SWG) to be led by Indonesia and all member country to submit comment on the TOR of SO SWG. TOR of WG2 be revised to accommodate establishing of SO SWG. Submit the report on the AIMS review to HWC & APGCC. WG 2 requested to prepare the common Grid Code of ASEAN Power Grid, the Code of Planning and Operational rules. Issue to take note is the separation of (i) Grid Code and (ii) Planning Criteria. WG2 suggested to look into existing operating model of the EU, North America as well as the GMS model. WG2 to draft proposal on Scope of Work and Cost for possibility of engaging external consultant to assist WG2.
1.3 Resolution from the 9th HAPUA Working Committee & 3rd APGCC Meeting Direction for WG5 : Establish Project No. 5 Regulatory Issues & Challenges of Regulated Entity/Owner/ Investor and Consumer Provide various contractual model based on the experience and examples of past contract between two countries and recommend for further improvement. Establish Project No. 6 Bilateral Contract Benchmarking to study the bilateral contracts between member-countries of Subsystem A, and relevant studies related to commercial issues including, but not limited to, Tax, Regulation and Tariff System in support of the electricity trade. Social Impact are to be included in the study. Prioritize the major issues on the commercial, regulation tax and tariff aspect of the interconnection. TOR for both Project 5 & 6 are to be submitted for approval of the HAPUA Council
1.4 Resolution from the 9th HAPUA Working Committee & 3rd APGCC Meeting Direction for WG6 : To present the ASEAN Power Grid financial options Together with HAPUA Secretariat to liase with ASEAN Secretariat on ASEAN Infrastructure Financing Mechanism as possible financing modalities for future ASEAN Power Projects.

3.0 Way Forward AGENDA 2 : Status update by WG2, WG5 and WG6 in relation to APG project undertakings. AGENDA 3: Deliberation on current and additional assignment for WG 2,5 and 6.
