Project Overview & Purpose The 2013 Legislature has authorized DES to: • Replace the 1063 Capitol Way S. block with • 200,000-225,000 square feet • High-performance multi-tenant office building • Use design-build procurement (RCW 39.10) • Include a five-year performance guarantee on energy, operations, and maintenance • The tenant lease cost of no more than $26/GSF
Proposed Tenants Tenants prioritized by OFM Assignable square footage • Washington State Patrol 110,000 SF • Office of Financial Management 30,000 SF • Legislative Agencies 35,000 SF • Joint Legislative Audit and Review Committee • Joint Legislative Systems Committee • Office of the State Actuary • Joint Transportation Committee • Legislative Evaluation and Accountability Program Committee • Washington State Institute for Public Policy • Common conferencing & Dining Spaces 16,000 SF 210,000 SF Total (including load factor)
Funding Authorizing Legislation: ESSB 5035 • Section 1109 $13 M State Bonds • Section 7014 (2)(b) $69 M Cert. of Participation Total Project Funding $82 Million Separate funding options are needed for: • Tenant furnishings and equipment • Parking • Increased lease costs for tenants • Estimated during pre-design and by design-build teams • Reviewed by OFM and reported to legislative committees indicating budget increases required
Design-Build Delivery RFQ is for Design-Build Teams • Design and Construction in one contract • Team incorporates all required personnel • Teams may be organized in various ways • Request for Proposals (RFP) will be issued to three short-listed finalist teams • The finalist teams will provide a design/cost/ performance proposal • Finalists not selected will receive honorarium
Selection Criteria Criteria for selecting design-build team in Phase 2 Must include: life cycle costs energy costs energy use index inclusion plan May include: design quality considerations innovative features
High Performance Building Expectations • Achieve LEED Gold minimum • Achieve significant energy reduction compared to typical NW office building & plan for on-site renewable energy systems • Assure air quality • Use daylighting and occupancy sensors • Maximize use of regional materials • Salvage or recycle high percentage of demolition and construction waste • Establish energy performance guarantees over a five-year validation period
