  2. On ATAC its Role and the AISI • In May 1996, the ECA Conference of Ministers adopted the African Information Society Initiative (AISI). In resolution 812 (XXXI) adopting the Initiative, the Conference of Ministers mandated ECA to institute an ATAC made up of African experts in all aspects of ICTs and the Information Society to provide advice on the implementation of AISI. • ATAC is also expected to play an advocacy role, identifying best ICT practices, and assisting ECA mobilize resources for its work programme • Since 1997, five committees had been established (ATAC I, II, III, IV, and V), ATAC-VI was constituted by the Executive Secretary of the ECA in September 2009 • First meeting of the Committee took place on 01 May 2009 while the second one was organised on 24 June 2010 in Addis Ababa, Ethiopia

  4. ATAC-VI First Meeting • Objective: to launch ATAC VI and review the ISTD’s 2010-2011 Work Programme, and seek advice from ATAC members + defining the roadmap/work plan for ATAC VI • Discussed ECA Work programme • CODIST-I recommendations

ATAC-VI Recommendations • ATAC members conduct a gap analysis to identify new areas vis-à-vis ATAC V Maputo meeting, CODIST-1 recommendations, and previous CODI meetings focusing on innovation, synergies between ICTs, geoinformation and STI • The Secretariat to look into the gender balance of the ATAC VI membership composition and propose names • Suggested that areas of expertise in the other areas (geo and STI) might be required to ensure synergy • ATAC members to assist ISTD in developing the Division’s Business Plan as part of the overall new ECA Business Plan planned to be developed this year with strong emphasis on linkages with the African Union Commission (AUC) • ATAC members to assist ISTD in providing technical support to AUC in the organization of the 2010 Heads of State Summit scheduled to take place early 2010 on the theme “ICTs for Development”

  6. ATAC-VI Second Meeting • Matters arising from the previous meeting report • Status of activities on implementation of ISTD's Work Program for 2010-2011 • ISTD's ICT Indicators Programme (Scan-ICT) • Demo on the African e-Learning platform

ATAC-VI Recommendations • Need for more work on integration of ICTs and STI as well as GIS in the Division's work programme and the corresponding balanced representation in the ATAC • Strong need to develop an integrated framework document that will be used by member States to integrate policies in three areas  ATAC members agreed to develop a ToR • Agreed that the size of members should grow to 11 (7 ICT, 2 Geo and 2 STI) while keeping the gender balance  agreed that the Secretariat will work with ATAC members to suggest African women experts with the right professional skills and qualifications

ATAC-VI Recommendations • There is a need to monitor implementation and progress on a regular basis • Work programme report needs to cover activities undertaken with the RECs • ICT officers in the SROs be invited to ATAC meeting whenever possible • There is a need to build partnership at the local level to support member States in the implementation of activities • Encourage ISTD to continue working very closely with the African Center for Statistics (ACS) consolidating joint activities such as the African Yearbook of Statistics • ISTD needs to continue supporting NSOs in the area of capacity building on ICT indicators • ISTD explore the possibility of developing a programme for Scan-STI modeled around the Scan-ICT programme, and develop a framework for this activity
