Objectives • Develop and implement Open Access to research results from projects funded by the EU Research Framework Programmes • Encourage national policy initiatives improving access to and preservation of scientific information • Open and co-ordinate policies among Member States • Engage in a constructive debate with organisations
Leading with the example • EU Framework Programmes for Research and Innovation: • Scientific publications • FP7 (2007-2013) experimented with Green OA and covered OA publishing costs • Horizon 2020 (2014-2020) makes OA to publications the general principle for all projects • Research data • Experiment with access to data underlying publications • Limited to some scientific area and "Best effort" requirement
Encourage national initiatives • Reinforce national strategies and structures for access to and preservation of scientific information • Define and implement policies for the dissemination of and OA to research results (publications and data) • Define and implement policies for the preservation of scientific information • Further develop e-infrastructures and ensure synergies between national and European initiatives
European Research Area • To improve quality and efficiency of European research opening research systems • Optimal circulation of scientific knowledge • Member States define and coordinate their policies • Research stakeholder organisations • adopt and implement them • EU policy and supporting initiatives
Conclusions • Promote OA for efficiency and fairness • Leading by example in Horizon 2020 • Encourage Member States and Stakeholders to define and implement policies • Goals: • By 2016: 60% OA to publications in EU • By 2020: 100% OA to publications in EU
