Purpose of Collecting Even Start Data • Inform the Department and Congress of Even Start accomplishments • Determine where improvements are needed • GPRA data collected on the CSPR report provides OMB information for program funding • State agencies may use data to inform collaborators
Reminders • This is a data reporting system, not an evaluation. • There are limitations on extent to which data can be analyzed. • Need to be cautious on drawing conclusions about program impact based on data.

In General Nationally, • Over the past three reporting years… • Number of local grantees has declined by 43% • Number of Even Start participants has declined by 36%
Comparison Data Even Start Children Of the FY 2009 Participating Children: 40% were ages birth-two (57% Illinois) 38% were ages 3-5 (28% Illinois) 18% were ages 6-8 (14% Illinois) 4% were over age 8 (<1% Illinois)

Indicator 4: Number of children entering K who are achieving significant learning gains on measures of language development, 2008 - 2009 Illinois Even Start Data: • 59 children were age-eligible for kindergarten in FY09 and were in Even Start for at least six months • 4 children exempted from testing National Even Start Data: • Pool of 2,762children who were age-eligible for kindergarten in FY09 and who were in Even Start for at least six months • 179 children exempted from testing • All except 2 SEAs reported PPVT/TVIP data • 11 SEAs now reporting PPVT-4 data, compared with 3 SEAs the previous year * PPVT-III, PPVT-4, & TVIP

Comments on National Even Start PPVT and PALS Data • Improved data collection for all three preschool indicators • Less difference in number of children tested by PPVT/TVIP (2,215) and PALS (2,237) • 6.5% of eligible pool exempted from PPVT, compared with 10% the previous year
