Measure: ’Nominal Group Technique’ Establish Baseline against each outcome then estimate Progress over time • Multiple Perspectives: Bring key stakeholders together (NR Team, Statutory Agencies, V&C reps) into an ‘Expert Panel’. • Facilitation: Draw on Panel members knowledge and expertise about the area. CENI evaluator ‘critical friend’ role to challenge and test evidence. • Measurement: Convert this knowledge into an agreed estimate of the baseline position using Rickter numerical scale (0 - 10).
