Context • Various activities of donors in the field of regional development and decentralisation • New national crosscutting strategy on regional development • Updated strategy on decentralisation • Need and opportunity for a) alignment with priorities of governmentb) harmonisation amongst donors • Informal working group: overview on activities, identification of potentials for joint effors and contribution to clarification of donors expectations on roles and responsibilities in SWG – inputs to DSDC and DTS

Preliminary Conclusions – Donors… • work with the same governmental counterparts (ministries) • work at local, qark, national level – often with same qarks! • focus on capacity building/technical assistance in decentralisation of services and local governance • activities are approached under different perspectives – decentralisation, democratisation and regional development • activities are also part of regional development: strategic planning (urban, territorial) capacity building of qark, incl. trust funds • tend to increase budget and interest to support regional development - commitment to join efforts, need for donor harmonisation in close cooperation with government at all levels - need to coordinate between the lead ministries
Potentials for joining efforts • Potential for synergies with other donors and partners mentioned by almost all donors • Implementation of RDCS provides good opportunity – links with Decentralisation Reform are essential • Make use of SWG for strategic overall coordination • Create subgroups for harmonisation where appropriate
