  1. Making the regional link to GMES- Introduction to DORIS_Net Volker Schumacher CEON GmbH NEREUS Workshop, Brussels, 07.11.2011

  2. Contents of presentation • Where do we come from? • History and background • Introduction to consortium • What do we want to achieve and where are we now? • Concept and objectives- Making the regional link to GMES • The Regional Contact Office concept • The DORIS_Net Downstream Service Observatory • Outlook/ vision • Sustainability issues

  3. Where do we come from? • DORIS_Net stands for „Downstream Observatory organised by Regions active In Space – Network“ • FP7 3rd Space Call, Coordination Action, “Fostering downstream activities and links with regions” • Two projects selected, communicating under • Budget 1M€ (EU contribution), Start 01.02.2011 , duration: 24 months • The Call objectives closely match with the NEREUS political statutes • DORIS_Net is the first project fully mobilised on the NEREUS platform, and was promoted “NEREUS flagship project” DORIS and NEREUS (left) (Pergamonaltar, 200 BC)

  4. The importance of the regional dimension of GMES • Europe has put significant efforts into the development of the GMES infrastructure and applications on a European level in space based technology • However, in order to make GMES and Galileo a full success on an operational level, it is essential that regional actors are more involved in the implementation of space based services to maximize the benefits from these innovative tools which can have significant impact on the economy, environment and the quality of life of the citizens • This process should be intra-regional as well as inter-regional DORIS_Net is a bottom-up approach lead by European regions, facilitating an exchange of best practices and increasing awareness in order to help making GMES operational

  5. The DORIS_Net partnership concept- an expanding network! • 5 regions as Core Partners • Germany: Bremen (Coordinator) • France: Midi-Pyrenees and Aquitaine • Italy: Lombardia • UK: East Midlands • Portugal: Azores Region • 7 regions as “Fast Track” Partners • Baden-Würthemberg, Frz. Guyana, Madrid, Castilla y Leon, Basilicata, Bretagne, Mazovia • 7 regions as Outreach regions • Committed via “Letter of Intent”

  10. Long term vision and sustainability Space & in- situ Infrastructure Establish a Network of Regional Centers as part of an operational GMES architecture in order to make an effective and sustainable regional link to GMES (“link GMES to territories/ regions”) Network of regional GMES development and application centers Users GMES Services (Land, Ocean, Climate, etc.) Applications forcitizens

  11. Main challenges with respect to sustainability • Addressing/ removing language barriers • Develop and promote the use of language independent tools and technologies in combination to geographical visualisation approaches (i.e. semantic services, web mapping) • Performing targeted demonstrations with dedicated user involvement • Space based services and their benefits shall be demonstrated in specific support actions (“regional demonstration test beds”) and a structured access to these services must be established for regional users (“network of certified dissemination and transfer centers”) • Defining and implementing a governance model at regional level • Facilitating the uptake and connection to the European GMES Service segment at regional level by using a bottom-up approach requires a governance structure suitable to both regional and compatible with European governance
